Tenders are invited for Team and Wellbeing Facilitator Consultant Closing Date: Tuesday, 15. Apr 2025 Intervention Sector(s): Labor & Livelihoods Introduction The EIIP is a major programme of the International Labour Organization, that has been running in the country since 2017, fully funded by Germany through the German Development Bank KfW. The scope of the work of the EIIP is providing local labour-based infrastructure projects and maintenance projects to local municipalities, government institutions, and community members through a labour-based approach, and locally resourced based technology. The EIIP approach maximises effective inclusion especially for women and Persons with Disabilities, and promotes decent short term employment opportunities for vulnerable local communities. . The EIIP team (20 staff), with different types of jobs (field, office-based, etc.) are currently moving into a new phase of work and so are planning a 2 day out of office retreat to review the previous phase and plan the new adaptations and for the new phase. As the team has been working solidly through the multitude of crises that have unfortunately hit Lebanon, particularly the war in 2024, it is important to have some time to reflect on the personal impact of enduring and coping with these experiences before moving forward with the new tasks. This ILO is seeking the services of an experienced consultant facilitator to focus on mental well being and teamwork for the first day of the retreat, after which the team and manager will focus on the technical aspect of the programme on the second day. Therefore, the main objective of the first day (this consultancy) is to sensitively address the impact of stress in the workplace, introduce coping mechanisms in a practical way, and concluding with team building activities. Location The location is to be determined but will be outside of Beirut at a safe and accessible location (Hotel), the facilitator must be able to travel up to two hours outside of Beirut. mainly tackle the following topics in an off-site forum giving a relaxed space for team members to engage in a productive discussion. Scope of Work The retreat is planned to be a 2-days retreat outside of Beirut, with 20 staff members from the EIIP team. The hosting will be led by the Chief Technical Advisor of the program, with this national consultant focusing on facilitating the mental wellbeing and teamwork sessions for the first day (May 8th). Given that the team does not have a medical background, it is suggested that session be tailored towards a more simplified approach, relevant to our daily encounters. The main outcomes from this retreat are: 1. Mental wellbeing, in laymans terms, what it is and how it affects different people 2. Coping mechanism and way forward 3. Team building for an established team The consultant is expected to propose a suitable agenda including participatory exercises and to facilitate this for the day one of the retreat. For information only the second day of the retreat will cover: 2.1 Planning for Phase VI (EIIP Facilitated) 2.2 Rules and Regulations of ILO (ILO Facilitated) 2.3 Regional (Arab states) and Global Approach for EIIP (ILO facilitated) 2.4 Integrated Project Elements (EIIP facilitated) 2.5 Conclusions and wrap up (EIIP facilitated) Output The following key outputs shall be produced by the Consultant 1. Inception meeting, proposed session plan and material (1 Working Days) Minutes of agreed points from Inception meeting between Consultant and ILO EIIP Chief Technical Advisor and Senior Environmental and Social Safeguard Coordinator within 2 days of meeting. Provide session objectives and session plan for assigned sessions, minimum two weeks before delivery. Provide all workshop materials for the assigned sessions in soft and hard copy. Minimum one week prior to the retreat. If needed discuss plan with ILO Admin Team and modify accordingly. 2. Retreat participation (1 Working Day) Attend the retreat at the location for 1 full day. Facilitate the assigned sessions, according to the schedule and support other sessions. Produce a final report on the effectiveness of the assigned sessions and lessons learned to inform the EIIP team, within 1 week after the retreat. Timeline and Contract Administration The date of the retreat is 8 May 2025. Payment will be effected upon delivery of outputs. Competency Education A degree or diploma in facilitation, training, capacity building, team building, social sciences, or any other relevant field. Experience Minimum 5 years of relevant work experience. Good knowledge of UN work environment and corporates. Experience in facilitating teamwork sessions for similar organisations. Experience in problem solving and team building. Previous experience involving the UN or other international organisations would be considered an advantage. Languages Excellent command of Arabic and English. Other conditions of work Use of own vehicle etc. Consultants make their own travel arrangements and must have access to computer, internet and communication facilities on daily basis. Insurance The ILO accepts no liability in the event of death, injury or illness of the External Collaborator. The External Collaborator attests that he/she is adequately covered by insurance for these risks. In no circumstances shall the External Collaborator be covered by any ILO insurance, and it is his/her responsibility to take out, at his/her own expense, any personal insurance policies he/she may consider necessary, including a civil liability insurance policy. Unsatisfactory or incomplete work In the event that the work provided for in this contract is unsatisfactory or fails to conform to the conditions set out above, the ILO reserves the right, as appropriate, to interrupt it, to request that it will be corrected or modified, or to refuse to accept it. In such cases partial payments may be made in consideration of the work performed to the satisfaction of the ILO/EIIP CTA and the contract shall be terminated accordingly. Termination of contract In case of fraud, manipulation and/ or misconduct the contract may be terminated by the ILO if the EXCOL fails to perform his/her duties listed in the above ToR to the satisfaction of the ILO. The contract may also be terminated if the consultant committed one or more acts of gross negligence. In case of early termination of the contract, ILO will only be responsible to compensate for the portion of work completed to the satisfaction of ILO. Timeline 1 Day: 8 May 2025 from 09:30 to 16:30 at least (Physical Presence). Consultant is expected to attend planning meetings virtual/ in person with ILO EIIP office on needs basis at their own expense. Completeness, timeliness and quality of reports will be assessed before payment is released expected to be on 19 May 2025.
