Tenders are invited for Construction and Handpump Borehole to Takai/Sumalia Federal Constituency, Kano State 3. ELIGIBILITY REQUIREMENTS Interested firms should submit the following documents: a) Evidence of Certificate of Incorporation with Corporate Affairs Commission (CAC) including forms CAC2 and CAC 7. Business Name with Form BN 1 is also acceptable for Consultancy Services; b) Evidence of firms Tax Clearance Certificate (or Personal Income Tax Clearance for all Partners in case of Business Name) for the last three (3) years (2022, 2023&2024) valid till 31st December; 2025; c) Evidence of current Pension Compliance Certificate valid till 31st December; 2025 (This requirement is only applicable to bidders whose number of staff is 15 and above); d) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December 2025 (This requirement is only applicable to bidders whose number of staff is 15 and above or the bidders annual turnover is N50m and above); e) Evidence of Current National Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December 2025; f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on the 31st of December 2025 or valid Certificate issued by BPP; g) A sworn affidavit; i. Disclosing whether or not any officer of the relevant committees of the National Productivity Centre or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidding and to confirm that all information presented in its bid are true and correct in all particulars; ii. Declaring that the company is not in receivership and/or the subject of any receivership or the subject of any form of winding up proceedings; iii. Declaration that none of the companys Directors has been convicted in any country for any criminal offences relating to fraud; h) Companys Audited Account for the last three (3) years 2022, 2023&2024; i) Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed; j) Companys Profile with the Curriculum Vitae of Key staff to be deployed for the project, including copies of their academic/professional qualifications such as COREN, QSRBN, ARCON, CORBON etc; k) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation/Job Completion Certificates and Photographs of the projects; l) Works: List of plants/Equipment with proof of ownership/lease m) For supply of Equipment: Letter of authorisation as representative of the Original Equipment Manufacturers (OEMs); n) Only companies included in the National Automotive Design and Development Councils approved list of local manufacturers of vehicles or their authorized representatives should bid for the vehicles; o) Companies bidding for the supply of IT equipment: evidence of accreditation by Nigerian Information Technology Development Authority (NITDA) and the Computer Professionals Registrations Council of Nigeria; p) For Training/Employment Programmes: Evidence of Firms Registration with the Centre for Management Development (CMD); q) Electricity Jobs: Evidence of current license issued by Nigerian Electricity Management Services Agency (NENSA); r) All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firms Letter Head Paper bearing amongst others, the Registration Number [RC] as issued by the Corporate Affairs Commission [CAC], Contract Address, Telephone Number [preferably GSM No], and e-mail address. The Letter Head Paper must bear the names and nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm; Please note that the Centre will carry out due diligence/verification of all the original documents mentioned above. 4. COLLECTION OF TENDER DOCUMENTS Interested companies are to collect the Standard Bidding Document [SBD] from the office of the Head of Procurement of National Productivity Centre, Plot 2173, Cape Town Street, Wuse Zone 4, Abuja, on evidence of payment of a non-refundable tender fee of N10,000.00 per Lot, paid into the National Productivity Centres Remita account in any reputable commercial bank in Nigeria. Firms bidding for Consultancy Services will not pay at this stage until after short-listing. 5. SUBMISSION OF BIDS DOCUMENTS 5.1 CATEGORY A: INVITATION FOR EXPRESSION OF INTEREST (EOI) Interested applicants are to submit two (2) bound copies of Expression of Interest (EOI) documents. The documents should be submitted in sealed envelope and addressed to the Director General, National Productivity Centre, Plot 2173, Cape Town Street, Wuse Zone 4, Abuja, and clearly marked with [the name of the project and the Lot number]. Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box in the Director of Procurements Office not later than 12:00 noon on Wednesday, 16th April, 2025. 5.2 CATEGORY B: INVITATION FOR PRE-QUALIFICATION Interested applicants are to submit two (2) bound copies of Technical Bid documents. The documents should be submitted in sealed envelope and addressed to the Director General, National Productivity Centre, Plot 2173, Cape Town Street, Wuse Zone 4, Abuja, and clearly marked with [the name of the project and the Lot number]. Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box in the Director of Procurements Office not later than 12:00 noon on Wednesday, 16th April, 2025. 5.3 CATEGORY C: INVITATION TO TENDER Prospective bidders are to submit bid for each of the Lot desired, two (2) hard copies each of the Technical and Financial bids with softcopy of financial bid only in MS Excel format (saved on a USB Flash), packaged separately in sealed envelopes and clearly marked as Technical Bid or Financial Bid. Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to the Director General, National Productivity Centre, Plot 2173, Cape Town Street, Wuse Zone 4, Abuja, and clearly marked with [the name of the project and the Lot number]. Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box in the Director of Procurements Office not later than 12:00 noon on Monday 28th April, 2025. 6. OPENING OF BIDS 6.1 OPENING OF (EOI)/PRE-QUALIFICATION DOCUMENTS (CATEGORY A & B) Only the Expression of Interest and Pre-qualification documents (Category A & B) will be opened immediately after deadline for submission at 12:00 noon on Wednesday, 16th April, 2025 at the Centre Board Room. Relevant private sectors professional bodies and Civil Society Organizations are hereby invited to witness the opening. 6.2 OPENING OF BIDS FOR TENDER (CATEGORY C) The Technical bids, for (Goods & Works) will be opened immediately after the deadline for submission at 12:00 noon on Monday, 28th April, 2025 at the Centre Board Room. Relevant private sectors professional bodies and Civil Society Organizations are hereby invited to witness the opening of the bids. Bidders should please ensure that they sign the Bid Submission Register in the office of Head of Procurement as the Centre will not be held liable for misplaced or wrongly submitted bids. Applicants should not bid for more than two (2) lots (violation will attract automatic disqualification) iv. Certificates shall be referred to the respective issuing authority for authentication; v. The evaluation shall be strictly based on the requirement specified above and as contained in the Standard Bidding Documents; vi. The advertisement is published for information purpose, and will not be construed as a commitment or obligation on the part of the National Productivity Centre. The Centre is not bound to consider any bid and reserves the right to reject bids at any time or cancel the procurement proceedings in the public interest; vii. Due diligence exercise shall be conducted to verify the claim made by bidders; and viii. All submissions must be made in English Language. ix. Representatives of relevant professional bodies, Civil Society and Non-governmental Organizations along with the general public are invited to witness the openings. x. The NPC is not bound to prequalify/shortlist any bidder and reserves the right to annul the procurement process without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
