May 2025 Intervention Sector(s): Disability, Training & Capacity Building Objective The purpose of this call for proposals is to pre-qualify organizations who have demonstrated experience providing services in one or more of the following specialized areas: skills development, career guidance and career counselling, job matching. More specifically, through this call, the Employment Promotion Project Lebanon (EPL II), commissioned by the German Federal Ministry of Economic Cooperation and Development (BMZ) and implemented by GIZ invites organizations to submit proposals for implementing labour market measure(s) targeting youth, women and People with Disabilities (PWD) in support of project implementation. Call Details Instrument: Grant agreement Amount: Maximum Euros: Euros 100,000 (one hundred thousand Euros) Details of the intervention: See Annex 1: Scope of work Context Since 2019, Lebanon has been facing a severe financial, economic, political, and monetary crisis resulting in high unemployment rates, especially among youth, women and people with disabilities. At the same time, micro, small and medium-sized enterprises (MSMEs), which form the backbone of the Lebanese economy, face existential threats due to damages to their premises, financial shortages, and operational bottlenecks, all of which threaten jobs for their employees. On the other hand, despite high unemployment rates, companies struggle to fill vacancies. This is often due to a lack of qualified workers or problems in effectively articulating hiring requirements and attracting suitable candidates. The Employment Promotion Project Lebanon (EPL II), commissioned by the German Federal Ministry of Economic Cooperation and Development (BMZ) seeks to ensure that young adults, women, and people with disabilities are collectively better positioned in the labor market through support provided by employment promotion actors. Approach To create better conditions in the Lebanese labour market, the project: Works to improve cooperation between Lebanese employment promotion actors, enabling more effective coordination of integrated, demand-oriented, and gender-responsive services. Improves coherence between labour supply and demand through targeted qualification measures, enhancing technical and transversal skills to boost the employability of youth, women and people with disabilities. Supports MSMEs in attracting and retaining staff to enhance the competitiveness of MSMEs and improve their ability to maintain or create jobs amidst Lebanons crises. Services that can be supported Project Objectives Enhancing Employability Equip youth, women, and persons with disabilities with technical and transversal skills that align with Labour market demands. Offer Labour-market-oriented training that enhances the readiness of beneficiaries to enter or remain in the workforce. Improving Job Placement Outcomes: Strengthen job placement mechanisms through referral counseling and job matching services, ensuring a seamless connection between job seekers and employers. Aligning Training Programs with MSME Workforce Needs: Ensure that training programs address the skills required by micro, small, and medium enterprises (MSMEs), tailoring workforce development initiatives to meet the demands of the private sector. Facilitate the development of partnerships between MSMEs and training providers to enhance the relevance of training programs. Supporting Socio-Ecological Transformation: Develop training programs focused on sectors that promote socio-ecological transformation, such as renewable energy, circular economy, and waste management. Equip beneficiaries with the skills required to thrive in emerging industries that contribute to sustainable economic development. Sectoral Focus The below eligible activities apply to sectors that have potential for employment and growth, more specifically: Cultural and Creative Industries (CCI), Food and Beverages sector and Healthcare. For the Cultural and Creative Industries (CCI) sector, this call will place a particular emphasis on the digital dimension, such as UX/UI design, motion graphics, AI, and others. In addition to transversal skills that are critical to innovation and growth in this sector. For the Food and Beverages sector, this call will place a particular emphasis on the skills development for chefs, assistant chefs, line cooks, pastry, chefs and waiters and head waiters, through vocational and further training programs aiming at improving both technical and transversal skills of the target group. For the Healthcare Sector, this call will place a particular emphasis on the skills development for registered and practical nurses, assistant nurses and laboratory assistants, through vocational and further training programs aiming at improving both technical and transversal skills of the target group. Eligible Activities Skills development and training programs: Develop and implement training programs that provide both technical and transversal skills tailored to labour market needs. Focus on areas relevant to the socio-ecological transformation of the economy, including renewable energy, circular economy, and waste management. Adopt competency-based learning approaches, utilizing pre- and post-testing to measure improvements in participants skills. Job placement and matching services: Strengthen referral counseling systems to connect job seekers with suitable employment opportunities. Facilitate collaboration between employment promotion actors to ensure smooth job placements. Leverage digital tools for tracking and analyzing job placements and employment outcomes. MSME engagement and workforce needs assessment: Conduct comprehensive workforce needs assessments to identify the specific skills required by MSMEs in various sectors. Foster partnerships between MSMEs and training providers to ensure the skills being developed are in demand by the private sector. Promote the development of internship and apprenticeship programs in collaboration with MSMEs to provide hands-on learning opportunities for trainees. Inclusive employment promotion: Ensure at least 40% participation from women and 10% inclusion of persons with disabilities in all project activities. Design and implement targeted interventions to support the inclusion of persons with disabilities in the labour market. Address workplace accessibility challenges and ensure appropriate adjustments for persons with disabilities. Expected project design Demand-driven approach: Projects should be designed to meet the specific labour market needs of MSMEs and key economic sectors. Initiatives should focus on sectors that align with current and future labour market demands, with particular emphasis on socio-ecological transformation sectors. Sustainable impact: Proposals should demonstrate a clear strategy for creating long-term, sustainable employment outcomes for beneficiaries. Projects should aim to achieve lasting improvements in the employability of youth, women, and persons with disabilities. Measurable outcomes: Projects must include clear metrics for success, such as pre- and post-assessments, employer satisfaction surveys, and tracking of job placement outcomes as per the described M&E framework. Outcomes should be measurable against baseline data, with regular evaluations to track progress. Multi-stakeholder engagement: Implementing partners must engage with a range of stakeholders, including governmental bodies, private sector actors, and development organizations, to ensure the effectiveness and sustainability of project interventions. How to apply Application and selection process The selection process consists of two stages: Pre-selection Interested organizations are requested to apply for the call via the submission of the application package described in the next section. Applications will be pre-assessed based on technical and financial criteria set by the project, using the technical and financial assessment grids in Annex 5 and Annex 6. EPL II will notify successful applicants who are selected for pre-qualification. Final selection Shortlisted applicants will be invited to elaborate on their proposals as required by the EPL II team. Detailed proposals will undergo thorough assessment, and successful applicants will be notified accordingly. Required application package At the preselection stage, interested applicants should submit a package in English language comprising the following: Project proposal using the proposal template provided in Annex 3. Budget using the budget template provided in Annex 4. Elegibility Documents as mentioned in Annex 2. Eligibility Organizations with experience in implementing employment-related services are encouraged to apply. Applicants must be legally registered and demonstrate a track record of impactful interventions, capacity to deliver results, and alignment with the EPL II objectives and indicators as per the attached eligibility criteria and scope of work.
