Apr 2025 Intervention Sector(s): Communications & Media, Infrastructure & Services Rehabilitation, Labor & Livelihoods Introduction The Employment Intensive Infrastructure Programme in Lebanon (EIIP) is a programme of the International Labour Organization (ILO), funded by Germany through the German Development Bank (KfW), implemented through close coordination with the Ministry of Labour and Ministry of Social Affairs and participating Municipalities. The ILO Employment Intensive Infrastructure Programme (EIIP) will be organizing a field visit on Tuesday, 8 April 2025, to the Tripoli Pedestrian Network project site, located in northern Lebanon. This visit is part of the official mission of the German Federal Ministry for Economic Cooperation and Development (BMZ) to Lebanon and aims to highlight the achievements of the EIIP, which is funded by the German Government through KfW Development Bank. The delegation will include high-level representatives from the ILO Regional Office for Arab States, alongside national and local partners The visit will feature a welcoming session, a detailed briefing on the objectives and implementation of the Tripoli intervention, and a site tour showcasing key components of the project. Implemented under the EIIPs Phase V, the Tripoli Pedestrian Network project focuses on constructing a 1.6 km sidewalk and a protected cycling lane, separated by native green landscaping. This green corridor not only enhances pedestrian safety and promotes sustainable urban mobility but also contributes to environmental improvement and inclusive economic opportunities. The project has generated over 9,000 worker-days of employment as of February 2025, with a strong focus on engaging vulnerable individuals, women, and persons with disabilities through labour-intensive approaches. This field visit provides an opportunity to directly observe the impact of the intervention, including its community-driven design, environmental sustainability, and the role it plays in addressing local development needs through decent work creation. Objective The overall objective of the assignment is to capture high-quality photographs and to produce one short video that effectively showcases the field visit, its participants, and the overall atmosphere. The deliverables will be utilized for promotional and documentation purposes, including online platforms and social media. The video will also feature short interviews with key participants, including representatives from BMZ, the ILO, local authorities, and community members, to highlight the significance of the intervention and its impact on the local population. These interviews should be captured in a dynamic, engaging format and integrated seamlessly into the final video output. As part of the assignment, the service provider is expected to develop and submit a detailed shooting plan outlining the proposed visual approach, key moments to capture, interview setup, and overall production timeline, for review and approval prior to the field visit.Outputs The selected service provider needs to deliver the final materials as per the delivery date on the contract: Developing 2 to 3 minutes short Video covering the field visit aspectsas per ILO communication guidelines. Capturing high-quality field visit photos and delivering a selection of 10 images on the same day for press release and social media purposes. ILO confirms that the whole of the copyright present, future or contingent whatsoever and all other right, title and interest in and to the Deliverables shall be vested in the Consultant throughout the world in accordance with all applicable copyright laws. The Consultant further acknowledges and agrees that ILO shall have the unconditional non-exclusive and perpetual right to make use of the Deliverables including but not limited to the entire take of all photographs from the Assignment in such manner as ILO shall in its sole discretion think fit including without limitation the right to include the Deliverables on its own website and/or in any other public relations materials used to promote ILO. ILO may re-edit the Deliverables or any part thereof as convenient for its own exploitation of the Deliverables in any medium. Qualification and Evaluation Criteria. At least 7 years of professional experience in the field of communication, video development, video editing and photography in the development and press sectors. Excellent record of accomplishment in implementing videos and photos. Knowledge of multimedia to develop a range of communication and information products. Knowledge of the working practices of the international media. Compulsory experience of working with the ILO, the United Nations and International Development and Humanitarian International NGOs is required, Languages: Fluency in English language, Bidders shall not be identified on the Consolidated United Nations Security Council Sanctions List (CUNSCSL), World Banks Listing of Ineligible Firms and Individuals, and lists of sanctioned and/or suspended vendors maintained by UN Organizations (Sanctions Lists) or on the KfW List. Technical capacity: Participating Companies had worked on at least three major projects in fields related to infrastructure and training or related subject matters in the past 5 years with UN agencies or INGOs. Comprehensive List of qualified personnel including CVs. Economic and financial standing: total annual turnover and company financial statement should be presented. Timeframe and logistics The work is expected to start on 8 April 2025 and end on 8 May 2025. Payment Schedule 40 % upon successful completion shooting stage. 60% Final payment upon successful completion and delivery of the entire assignment per request. How to apply Quality of proposal, including cost and work plan will be considered in the selection criteria for the participating Firms. The cost shall be broken down into main components and the proposal shall include daily fees. The participating Firms shall include a resume of past work of similar nature and references, and CVs including contacts for key staff for this assignment, address, and date of birth.
