Apr 2025 Intervention Sector(s): Agriculture Remuneration range: > 6000 (USD) Duration of Contract: 16 months RMF is seeking Technical and Financial proposals from a Solar Photovoltaic (SPV) Consultant for the project SADDER funded by the Kingdom of Netherlands and implemented by the Rene Moawad Foundation. About SADDER SADDER - Sustainable Agricultural Development to Diversify and Export Regionally (2023-2027) is funded by the Kingdom of the Netherlands and implemented by the Rene Moawad Foundation (RMF). "SADDER" will incorporate enhanced methodologies and best practices. It will aim to support Lebanons economy through the agriculture sector by assisting stakeholders within the selected value chains, Table Grapes, Avocados, Cherries, and Apples, in meeting both local and export market requirements, ultimately leading to increased income, self-sustainability of various agricultural sectors, as well as job creation and retention. SADDER" will entail working with multiple concerned stakeholders in a comprehensive WEF approach with the objective of: Improving water and energy efficiency in agriculture: investment in efficient irrigation systems, and guidance of proper water management. Promoting renewable energy sources: solar and renewable resources in farms and post-harvest facilities. Enhancing management of water resources. Increasing access to food and food security increased production, access to sustainable livelihoods. Reducing food waste through sustainable agricultural practices, and support to small-scale farmers through investment in second grade produce and agri-food, along with intercropping. Terms of Reference RMF is seeking Technical and Financial proposals from a Solar Photovoltaic (SPV) CONSULTANT for the project SADDER. The primary objective of this role is to ASSESS, DESIGN, SUPERVISE & COMMISSION the installation of the solar panel solutions to generate power by Solar Photovoltaic (SPV) systems Under Outcome 2, where SADDER" will adopt farm and facilities management WEF nexus approach to reduce water and energy consumption and increase productivity through applying smart irrigation techniques to reduce and rationalize water consumption/use such as solar power as part of co-finance model. Major Responsibilities: The scope of the consultant firm/experts services includes (i) provide a technical and financial assessment of solar rooftop PV installations, (ii) prepare technical specifications for procurement of contractor supplying and installing the solar rooftop PV, (iii) supervise completion and acceptance/commissioning of the suggested solar PV systems. Key tasks are expected to include: Task 1: Assessment to determine the technical and financial feasibility for the installation of the Solar panel solutions to generate power by Solar Photovoltaic (SPV) systems. Task 2: Prepare technical specifications for procurement and installation of solar rooftop PV system, including bill of quantities with costs estimates. The technical specifications should include description of individual actions and units measures (bill of quantities and costs estimates; (specifications should not indicate the name of the manufacturer). Thus, the technical specification must include details as follows, but not limited to: Solar Photovoltaic Modules Specification of the International Electro Technical Commission (IEC) qualification test of the PV, requirements for construction, testing and safety. Adequate protective devices against surges at the PV module. Qualification of the module frames. Tolerance rate of output power of any supplied module. Variation of the peak-power point voltage and the peak-power point current of any supplied module and/or any module string. Junction box for module, such as terminal connection, type, arrangement, lid, cable gland entry points, etc. I-V (current-voltage characteristic) curves at STC (Standard Test Conditions) Task 3: Supervise completion and acceptance/commissioning of the PV implementation contract The Consultant shall prepare for the final inspection and acceptance meeting, thereafter prepare the Performance Certificate with the approval of the Client and submit after the expiry date of the Defects Notification Period, to the Client who will issue the Performance Certificate to the Contractor Proposed projects should be within the existing legal framework of the Ministry of Energy and Water. Reporting A number of reports are scheduled to be provided over the course of the assignments at least as provided below: Solar panel solution Assessment Report. Technical specification, and BOQ report. Final report including the information on Supervision and Certification of the works completed Deliverables and payment schedule The deliverables for each task will be submitted to and approved by the project manager. The consulting firm/Expert must obtain approval for each deliverable before moving to subsequent tasks. The table below summarizes the deliverables and includes an indicative timeline and payment schedule. Timeline and Requirements The estimate time for the consultancies will be through the course of SADDER implementation and no later than the project termination by July 2027. All documents will be reviewed by RMF. The expert shall do all the needed adjustments and reply to all questions until the satisfaction of RMF. All documents should be submitted as editable files. Visibility requirements should be respected. Technical proposal content Develop and propose a full training package for one to one, group and online Capacity building. Include topics, sections and method of delivery in the technical proposal. Competencies, Skills and Experience All applicants must have: At least 5 years of relevant experience in solar Energy projects. Experience in project design, implementation, monitoring and reporting Good knowledge of the Lebanese climatic and environmental conditions Excellent communication and facilitation skills Excellent writing and presentation skills in English and/or Arabic University degree in Electrical, Mechanical Engineering or related field. Experience of water hydraulics and pumping stations (is a plus for support team member) Submission Part Requested Document The Bidder must provide sufficient information in the proposal to demonstrate compliance with the requirements set out in this proposal.
