Mar 2025 Intervention Sector(s): Gender issues Remuneration range: > 6000 (USD) Duration of Contract: 1 month About ABAAD ABAAD Resource Centre for Gender Equality is a UN ECOSOC accredited organization that aims to achieve gender equality as an essential condition to sustainable social and economic development in the MENA region. ABAAD advocates for the development and implementation of policies and laws that enhance womens effective participation, through a rights-based approach that would bring about tangible change to gender justice. With the purpose of ending gender-based violence, ABAAD adopts a holistic care approach to provide protection and support services to GBV survivors/right holders during times of peace, war and disasters since 2011. About the project This project in Lebanon aims to contribute to a gender-just and violence-free society by operationalizing national GBV case management and Safe Shelters SOPs, institutionalizing GBV case management SOPs, and supporting the Ministry of Social Affairs in establishing referral pathways. It also enhances ABAAD safe shelters operations and standardizes GBV shelter practices across Lebanon. The intervention logic builds on ABAADs previous and current efforts on working with governmental institutions to promote the development, adoption and application of national gender sensitive policies and frameworks. More particularly, the intervention logic is centred around the national GBV case management and safe shelters SOPs, contributing to the roadmap developed for their operationalization, aiming at establishing a standardized and national response system across various ministries and sectors. Operationalizing the SOPs involves transforming five Social Development Centres (SDCs) into model centres. These centres will serve as benchmarks, showcasing the practical application of standardized procedures and effective GBV response services and ensuring that best practices are not only demonstrated but also adopted widely, setting a standard for other regional SDCs to follow. Training national and sub-national institutions contributes towards achieving a well-coordinated and sustainable response system. Equipping healthcare professionals, municipal police, and other direct stakeholders with the necessary skills and knowledge aims to enhance their capacity to handle GBV cases efficiently and sensitively, foster ownership and accountability and encourage proactive involvement in GBV case management. ABAAD is proposing to contribute towards the operationalization of the safe shelters SOPs, by supporting the institutional capacity of organizations managing safe shelters in Lebanon in establishing their PSEA policy, procedures and CFRM. Furthermore, in response to the ongoing armed conflict and escalation of violence in Lebanon, ABAAD will be providing psychosocial first aid, psychosocial support, GBV case management, and providing protective dignity kits for women, children and men. Overall Scope of the consultancy In line with ABAADs accountability principle towards the beneficiaries and the donor Foreign, Commonwealth and Development Office (FCDO) - ABAAD is seeking an external evaluator to conduct a final evaluation of the overall project progress and results against the objectives and indicators of achievement. The evaluation will assess the impact, effectiveness, and sustainability of the project; explore the key factors that have contributed to the achieving or not of the intended results; and determine the extent to which the project contributed to strengthen the GBV national processes at the safe shelters and social development centres (SDCs) and to respond to the needs of the internally displaced people at risk of gender-based violence. The evaluation exercise is intended to inform ABAAD and FCDO about the projects impact on the direct and indirect beneficiaries of the project within their respective communities, programme recommendation and lessons learned. Project Impact: To contribute to a gender-just and violence-free society by supporting MOSA in operationalising national GBV case management and safe referral pathways within SDCs and safe shelters in Lebanon. Project Outcomes: Outcome 1: National GBV processes are strengthened within selected SDCs and safe shelters in Lebanon to improve quality of services. Outcome 2: The wellbeing and safety of internally displaced persons at risk of gender-based violence (GBV) are improved through targeted interventions and support mechanisms. Areas of implementation: North: Tripoli; South: Tyre; Mount Lebanon: Furn Chebbak; Choueifat Bekaa: Baalbek; Arsal; Labweh; Zahle Evaluation Questions: Referencing and adopting from Organization for Economic Cooperation and Development (OECD) Development Assistance Committee (DAC) evaluation criteria, the evaluation seeks to answer the following questions while focusing on relevance, effectiveness, efficiency, impact, sustainability and coherence. 1. Relevance To what extent does the project align with the priorities of ABAAD, FCDO, and national/regional gender equality frameworks (e.g., LCRP, SDG 5, SDG 17)? How well does the project respond to the needs of women, girls, men, and youth in targeted communities, considering the displacement caused by the war? To which extent have the emerging needs or contextual changes affected the relevance of the project interventions? How well does the project complement MoSAs efforts on GBV and gender equality initiatives in Lebanon? 2. Effectiveness To what extent have the projects long-term outcomes (institutional capacity strengthening) progressed against the targets set in the results framework? How well has the project responded to women at high risk or survivors of GBV through the safe shelters and emergency response? How did war affected implementation, and how have the consequences had been addressed? 3. Efficiency How efficiently have financial and human resources been allocated and utilized to achieve project outputs and outcomes? Has the project been implemented according to the planned timeline, and if not, what factors contributed to delays or acceleration? How cost-effective have the key interventions (training programs, advocacy campaigns, community mobilization activities) been in achieving intended results? To what extent has the project benefited from the partnership with MoSA to improve the SDCs capacities? 4. Impact What measurable changes in SDCs operational capacity can be observed at this stage of the project? 5. Sustainability How likely is it that project interventions will remain applicable beyond the projects lifespan? What PSEA and CFRM mechanisms have been put within GBV safe shelters? 6. Coherence How well is the project aligned with and contributing to national and international commitments on gender equality (e.g., CEDAW, UNSCR 1325, LCRP, FCDO priorities)? To what extent does the project complement and reinforce the efforts of other actors working on gender equality, GBV prevention, and womens empowerment in Lebanon? Are there any gaps or overlaps between this project and other ongoing gender-focused programs in Lebanon? Deliverables Inception Report Desk review Design and develop evaluation frameworks, including methodologies, sampling strategies, data collection tools, and data analysis plans. Conduct fieldwork to collect qualitative and quantitative data as per the agreed-upon methodologies for both evaluations. Analyse collected data, identifying trends, challenges, and areas of improvement. Prepare and present comprehensive evaluation report, including an executive summary, methodologies, findings, conclusions, recommendations, and annexes of data collection tools and data sets. Timeline By April 2025 Skills required Extensive experience in conducting monitoring and evaluation exercises; Extensive experience in research both qualitative and quantitative; Experience working in the humanitarian and development sectors particularly engaging with local communities and national institutions (experience working with youth is desirable); Comprehensive knowledge and understanding of the local context in Lebanon; Excellent communication skills in English and Arabic; Applicant must have experience working in culturally sensitive contexts; Proven experience of conducting similar assignments, including in conflict and post-conflict contexts; Excellent report writing and analytical skills, including proven ability to form concise, actionable recommendations.
