Tenders are invited for Consultant/Expert in Competency-Based Approach Methodology. Closing Date: 20 Apr 2025 Type: Consultancy Mission: The Jóvenes y Desarrollo Foundation, in collaboration with the Rinaldi Foundation, the Ministry of National Education of Haiti and funded by the European Union, is carrying out a project, Ref. NDICI LA 2023/446-340 whose main objective is: "To promote equitable and inclusive access of young Haitians, especially young women and young people in vulnerable situations, to employability and/or permanence in the education system" aimed at improve the quality of vocational training in Haiti. Part of this project will require the development of educational tools, intended both for the management of educational institutions and for the socio-professional integration of young secondary school students and technical and vocational training students. These tools will need to be closely linked to subsequent training to ensure consistency and effectiveness. In this context, the Jóvenes y Desarrollo Foundation is looking for an expert in competency-based approach methodology, capable of accompanying the Rinaldi/ENTec Foundation team in the various pedagogical activities of the project. 2. Essential functions: Hire a consultant with experience in professional training and competency-based approach (CBA) methodology to support the process of reviewing, implementing and monitoring the competency-based training and management modules. The consultant will also be expected to design a monitoring and evaluation tool adapted to the management and implementation of Aid for Trade in Educational Centres. Also, the expert will analyze the current functioning of the Vocational Guidance and Integration Network in order to identify areas for improvement and to propose a strengthening strategy aimed at optimizing its effectiveness. In addition, it will be necessary to design tools and information files to facilitate professional reintegration and continuity of education. Finally, training of the networks actors will be necessary to ensure proper use of the new tools developed. The expert will be responsible for analysing the existing curricula of the FTP courses concerned in order to identify the needs for revision and adaptation of the pedagogical content. Based on this analysis, he/she will propose recommendations to improve training programs. Then, he/she will design an implementation plan to integrate the curricular changes and support stakeholders in the application of the new guidelines. The expert will be responsible for developing the educational framework of the new Agricultural Technical Baccalaureate course and for developing didactic content adapted to educational and professional requirements. He/she will also design training modules to facilitate the implementation of this specialty, based on the didactic content developed. Finally, he/she will ensure the consistency of the content and modules with the norms and standards of the Ministry of Education. 3. Responsibilities and Activities: The consultant will have a series of tasks related to various aspects: management, training, curriculum revision of the courses and strengthening the training and socio-professional integration network. 3.1 Development of management training modules for directors of educational centres: Reviewing and optimizing training modules in the management of educational centers: ENTec has developed a draft of the management modules lasting 105 hours. In this perspective, it is expected that the consultant will analyze, enrich and extend these training modules in school management and administration to reach 450 hours, in accordance with the requirements of the INFP. This revision should integrate the competency-based approach (CBA) methodology and cover the following areas: office automation, pedagogy, psychology and personal development, CBA and management tools, leadership and supervision, ethics, human resources management and labour code, as well as professional training and development. At the same time, the consultant will have to provide support throughout the validation and accreditation process of these modules, ensuring that they comply with quality standards and the needs of the education sector. Develop a monitoring tool and carry out diagnostics: To design a monitoring and evaluation tool adapted to the management and implementation of Aid for Trade in educational centres. Also, carry out periodic diagnoses to identify specific weaknesses in each establishment in order to systematize the information that can feed the new modules. 3.2 Training of the directors of the selected educational centers and INFP Inspectors in the management modules: Supporting the ENTec in training and monitoring activities; Provide technical support for the management of educational centers; Supporting "Trainers of Trainers" (FdeF): Supervise and support newly trained FdeF for the implementation of the technical training framework for technical education trainers involved in the training and monitoring of CBT management in the VTCs. 3.3 Curriculum revision and improvement of the programming of the selected FTP streams: Analysing the existing curricula of the VET streams concerned: Technical assistance has already been engaged to carry out visits to the various vocational training centres and to establish a diagnosis of the most relevant streams to be improved and adapted to the requirements of the labour market. Identify the needs for revision and adaptation of educational content. To propose recommendations for the improvement of training programs. Develop an implementation plan for the integration of curriculum changes. Supporting stakeholders in the application of the new guidelines. This activity will be led by ENTec, but it will require the intervention of several experts for the revision and improvement of the contents. 3.4 Strengthening the local partners Guidance and Professional Integration Network: The project aims to strengthen the mechanisms for the orientation and professional integration of young people trained in Technical and Vocational Training (FTP) and secondary education centers. In this context, it is necessary to improve the structuring of the Guidance and Professional Integration Network through the Employment Office. Design synthetic information files adapted to the realities of the labour market. Structure information on further training and career guidance opportunities. Develop educational tools to facilitate access to information for young people in integration. Ensure follow-up of the training of local actors for the use and dissemination of the information kits. 3.5 Design of a new agricultural BT speciality in accordance with the indications of the Ministry of Education. Qualifications requises : Le consultant/la consultante devra remplir les critères suivants : Formation Académique : Diplôme universitaire en Éducation, Pédagogie, Gestion Éducative ou domaines similaires. Expérience Professionnelle : Minimum de 5 ans dexpérience en formation professionnelle et méthodologie de lapproche par compétences. Une expérience en coopération et développement durable et en gestion et administration des centres scolaires est préférée. Compétences Techniques : Connaissance approfondie de la méthodologie de lapproche par compétences et expérience dans le développement de matériel didactique et de programmes de formation. Compétences Interpersonnelles : Capacité à organiser et diriger des ateliers interactifs en ligne et à travailler efficacement avec divers groupes dintérêt. Le consultant/la consultante travaillera en étroite collaboration avec léquipe du projet et les responsables du Bureau Technique de Formation Professionnelle des Salésiens (BTFPSA) et lÉcole Normale Technique (ENTec). Il/elle devra utiliser des plateformes en ligne pour organiser et animer les ateliers. Qualités recherchées : Démontrer de la rigueur dans le travail ainsi quune grande disponibilité ; Avoir le sens de la responsabilité et de lorganisation du travail ; Faire preuve dautonomie ; Expérience avérée avec le Ministère de lÉducation Nationale et Formation Professionnelle (MENFP) et lInstitut Nationale pour la Formation Professionnelle (INFP) ; Expertise en conception doutils pédagogiques et informatifs. Connaissance des besoins des jeunes en transition vers lemploi ou la formation. Expérience en orientation et insertion professionnelle dans le domaine de la FTP. Se montrer discret par rapport aux données auxquelles il aura accès. Bonne connaissance des normes pédagogiques du Ministère de lEducation. Capacité à travailler avec des parties prenantes variées (institutions, centres de formation, professionnels du secteur agricole). 5. Durée de la consultation : Laccord du contrat devra couvrir lintégralité de la durée de lintervention.
