Tenders are invited for External Consultant: Support Tdhjordan Delegation in Writing a Proposal for Aecid 2025. Closing Date: 26 Mar 2025 Type: Consultancy TERMS OF REFERENCE FOR EXTERNAL CONSULTANT SUPPORT TDH JORDAN DELEGATION IN WRITING A PROPOSAL FOR AECID 2025 Terre des Hommes in Jordan : Terre des hommes Jordan (Tdh) was established in 2007 in response to the Iraqi refugee crisis. Since then, the country office has evolved into responding to various emergencies that have afflicted the country at different periods in time, including the Syrian refugee crisis. In 2013 the organization established a Juvenile Justice program, focused on protecting the rights of children in contact with the law aiming to create a child friendly juvenile justice and gender responsive system in Jordan. Currently the program works with the Syrian refugees camps, urban Syrian refugees and vulnerable host communities through several child focused interventions. Context: Tdh Jordan intends to submit a full proposal to the Spanish Agency for International Development Cooperation (AECID) for the upcoming Call for proposal anticipated in March 2025. The proposal will be developed for a 2-year duration that includes an inception and closure phases. The budget ceiling expected by the donor is 1,000,000 EURO, yet this to be confirmed after the announcement of the call for proposal. The proposed intervention will focus on increasing the participation of youth in decision-making spheres through a gender-focused lens, ensuring that both young women and young men have equal opportunities to engage in governance and civic activities. The intervention will create spaces where youth can contribute meaningfully to decisions that affect their lives, while promoting gender-responsive policies that reflect the diverse needs and experiences of all young people. In addition, the intervention will work to strengthen the justice system by promoting better protection mechanisms and GBV prevention, as well as improving safe, restorative, inclusive, and contextually relevant justice systems for children and youth, where their rights are upheld. Tdh will ensure that children in contact with the lawwhether victims, witnesses, or perpetratorscan fully exercise their rights in justice proceedings. By integrating youth participation with a robust, gender-sensitive justice framework, the intervention aims to create a more inclusive, just, and protective environment for young people, empowering them to play an active role in shaping their futures while ensuring that their rights and safety are safeguarded within the justice system. Objectives of the consultancy: The objective of this consultancy is to lead and write the development of strong proposal that meets high-quality standards and complies with AECIDs norms and requirements in collaboration with Jordan country office Scope of the consultancy: The consultant will ensure the proposal reflects Tdh expertise in Jordan while aligning with the donors expectations, their guidelines for this specific call and general related guidelines. This will include, but not be limited to, the following: Carefully review the related guidelines documents available on call for proposal. Discuss with the country office team and Tdh regional experts for MENA the aspects of the project to be reflected in the proposal. Develop/ write the first and final draft of the proposal. Ensure compliance with AECID guidelines and compliance requirements. Address feedback received on the first and subsequent drafts. Update the draft based on the feedback 5.Deliverables Completed application form, including the logical framework of the intervention. Detailed budget. Annexes as required by AECIDs templates. Consultant is expected to be available during the delegations working hours, (9.00 17.00 Amman time) to engage directly with respective colleagues via Teams for example if needed). The communication language is English. Duty station: remotely, communication via emails, Teams/Skype/Zoom, etc. 6.Roles and responsibilities: The consultant will be contracted by Tdh Country office in Amman and will report directly to the Program coordinator. Daily briefing will be required to monitor progress and address any key issues. 7.Profile of the consultant (team): qualifications and experience The consultant must have: Proven track record in writing successful proposal, including budgets, for large scale multi-year projects minimum 4 M Euro to AECID and other key donors. Track record of winning AECID multiyear grant and excellent knowledge of Spanish Cooperation priorities and requirements is essential. Experience in leading multicultural teams in developing strong proposals. At least 10 years of experience in various stages of humanitarian and development projects with Nexus elements. Experience in Jordan context is a plus. Effective communication skills in English. Spanish is a plus. Proficiency in reading and writing English. Strong coordination and time-management skills. 8.Profile of the consultant (team): qualifications and experience Allocated budget for this consultancy is 3500 EUR paid for the deliverables. The expected time frame is 10 working days spread over a few weeks matching with the publication of the call and its deadline. Starting date will be agreed with selected consultant during the contracting process. The AECID call is expected to be published in March 2025.
