Tenders are invited for Consultancy on Supporting Moroccos Preparedness for Utilizing Cooperative Approaches under Article 6 of the Paris Agreement. Date documents can be requested until: 17 April 2025 15:00 PROJECT BACKGROUND: Morocco has significant potential to mobilize international climate finance by engaging in cooperative approaches under Article 6.2, Article 6.4, and well-regulated Voluntary Carbon Market (VCM) participation. Morocco has been a regional leader in climate action, actively engaged in advancing carbon market mechanisms and aligning its policies with the evolving international carbon trading landscape. As part of its commitment to enhancing climate ambition, Morocco has developed an Article 6 Framework with the support of UNDP and GGGI, which sets the foundation for cooperative approaches, regulatory structures, and mitigation activities under Article 6. The Moroccan government has outlined a clear vision for its participation in carbon markets, focusing on: Integrating Article 6 mechanisms into national climate policies to attract investment and create incentives for mitigation projects. Operationalizing governance structures, including an Article 6 Oversight Body and Technical Unit, to manage ITMO transactions and Article 6.4 activities. Strengthening regulatory oversight and market credibility to ensure that carbon market participation contributes effectively to Moroccos NDC goals. Developing a national carbon registry to facilitate tracking and compliance with international reporting requirements. Clarifying the role of Voluntary Carbon Markets (VCM) in the national context to ensure alignment with international integrity standards. However, to fully implement these objectives, the Moroccan government requires specialized technical assistance to bridge capacity gaps, finalize regulatory frameworks, and establish operational processes. This consultancy will play a critical role in supporting Moroccos transition towards a fully functional carbon market ecosystem. The consultancy will support Moroccos government in: Developing specific regulations and criteria for project approval, authorization, and issuance of Mitigation Outcomes (MOs). Overseeing VCM project governance, ensuring proper tracking and alignment with national priorities. Delineating responsibilities among relevant government entities to enhance institutional coordination and market oversight. Implementing comprehensive training programs to build institutional and technical capacity for the private sector and regulatory authorities. Ensuring full alignment with UNFCCC reporting and transparency requirements, facilitating smooth engagement in international cooperative approaches. This consultancy is expected to support Morocco in becoming a key player in international carbon markets, leveraging its renewable energy potential, ambitious NDC targets, and strong institutional commitment to climate action. OBJECTIVE OF THE ASSIGNMENT: The role of the consultant firm, or a consortium of firms is to enhance the Government of Moroccos institutional readiness and technical capacity to participate effectively in international carbon markets under Article 6.
