Expression of Interest are invited for Data Collection Firm to Conduct Nationally Representative Childcare Situation Assessments in Morocco The World Bank is soliciting proposals from a consulting firm to collect quantitative and qualitative data in Morocco to inform nationally representative assessments of the childcare situation and inform an international study on childcare. Under the supervision of the World Bank country team, and in close collaboration with the World Bank Global Study team, the firm will conduct the data collection using the package of quantitative and qualitative situational assessments, which will be shared at the start of the engagement. A summary of the responsibilities of the design firm is provided here, with more details below. 1. Preparation of study design a. Prepare a technical note detailing all phases of the assignment, including data collection, design of the sampling plan, data processing and analysis, validation tests, logistics, training of the teams involved, as well as presentation of results. This note should also focus on adapting the tools developed as part of the international study to national specificities, taking into account the specific demand and supply of childcare services in Morocco. b. Adapt the tools to the local context and add any additional modules/questions as required. c. Coordinate with World Bank team on CAPI programs for quantitative surveys. The demand-side and supply-side assessment should be done using Computer Assisted Personal Interviews (CAPI). d. Sampling methodology i. Prepare the sampling strategy for the various studies based on the sampling advice provided by the World Bank team; ii. Sampling of the sample for the various studies based on the guidance provided by the World Bank teams; iii. For demand assessment, a census exercise in the selected enumeration areas will be necessary to establish the final sample; iv. Estimate the survey weights following the sampling guidance provided by the World Bank team. 2. Testing of data collection tools a. Training interviewers in field experimentation; b. Coordinate field testing of instruments and produce test report; c. Propose revisions to instruments on the basis of tests; d. Coordination with the World Bank team on the finalization of CAPI programs after testing; e. Finalization of field manuals for enumerators and supervisors. 3. Data collection a. Develop the final field plan and coordinate all logistics for data collection. The plan should include distribution of souvenir[1] to households and focus group participants; b. Hiring of staff; c. Training of data collection staff; d. Data collection and monitoring implementation (including adaptation of the quality assurance system shared by the World Bank team). 4. Cleaning and preparation of data and transcripts a. List of households for the demand side survey: cleaned datasets in Stata format and Stata files used for cleaning; b. Demand survey: cleaned datasets with sampling weights estimated in Stata format and Stata files used for cleaning and estimation of weights; c. Nursery and childcare provider list: Stata cleaned datasets and Stata files used for cleaning or aggregation of different sources to compile a list of childcare providers; d. Supply-side survey: cleaned datasets with estimated sampling weights in Stata format and Stata files used for cleaning and estimating weights; e. Focus groups: Recordings and transcripts of focus group discussions; f. Key informant interviews: Recordings and transcripts of key informant interviews; g. Preparation of a background paper detailing the entire data collection process, sampling methods, and how the data should be used.
