Feb 2025 Intervention Sector(s): Human Rights & Protection Remuneration range: 5000 to 6000 (USD) Duration of Contract: 6 months Background: Asmae seeks to enhance Early Childhood Education and Development (ECED) within its partner organization, ISF, by improving its technical capacities in early childhood education methodologies, strengthening protection mechanisms for young children, and promoting inclusive and developmentally appropriate learning environments. This consultancy aims to implement key activities to ensure sustainable improvements in ECED integration within the SPECIAL project in the Tyre region. Objectives: The consultant will be responsible for: Conducting a technical capacity assessment for ISF in terms of ECED methodologies, inclusive learning practices, and early childhood development frameworks. Designing and implementing capacity-building plans focused on ECED best practices. Providing tailored capacity-building support for ISF based on the assessment findings, including training, tools, policies, and standard operating procedures (SOPs). Training trainers (ToT) among education and protection staff on child development, early learning strategies, and inclusive education approaches. Strengthening and implementing protection mechanisms focused on early childhood safety and well-being. Enhancing internal and external referral mechanisms for early childhood support services and ensuring their functionality. Evaluating the increased capacities of ISF by the conclusion of the consultancy, particularly regarding ECED methodologies and inclusive practices. Providing coaching and technical assistance when needed Scope of Work: The consultant will: Understand the background of Asmae, ISF, and the SPECIAL project. Conduct a comprehensive technical capacity assessment for ISF regarding ECED methodologies, inclusive education approaches, and referral mechanisms. Develop and implement tailored capacity-building plans based on assessment findings, ensuring effective integration of ECED principles. Provide targeted capacity-building support for ISF, including customized training, development of educational tools, and implementation of relevant mechanisms. Deliver training-of-trainers (ToT) sessions to education and protection staff on early childhood development, inclusive learning approaches, and child protection in ECED settings. Support ISF in strengthening and operationalizing protection and safety mechanisms for children, ensuring alignment with international best practices. Conduct a final evaluation to measure capacity improvements in ECED methodologies and inclusive education, based on set indicators. Facilitate the enhancement of internal and external referral mechanisms for early childhood support services, ensuring effectiveness and sustainability. Monitor the functionality of the referral mechanism and provide ongoing coaching and technical guidance as needed. Deliverables: Inception report outlining methodology and work plan. Technical capacity assessment report for ISF. Strengthened referral mechanisms and documentation of implementation. Final report summarizing activities, impact assessment, and recommendations, ensuring alignment with project indicators. Duration & Timeline: The consultancy is expected to last for 3 months, from April to July. A detailed timeline will be developed in coordination with Asmae and ISF. Required Qualifications & Experience: Advanced degree in Early Childhood Education, Social Work, Child Development, or a related field. Minimum of 5 years of experience in early childhood education, inclusive education, and protection programming. Proven experience in conducting capacity assessments, training facilitation, and developing educational tools. Strong understanding of child protection mechanisms and referral pathways in early childhood settings. Experience working in Lebanon or similar contexts. Excellent reporting and communication skills. Payment schedule: Deliverables Payment Upon contract signature - March 1st 20% Technical capacity assessment - May 1st 30% Implementation, and referral strengthening - July 1st 30% Final report - end of August 20% How to apply Interested consultants should submit: A technical proposal including methodology and work plan.
