Request for proposals are invited for Institutional Strengthening for Enhanced Direct Access to the Green Climate Fund. GGGI Philippines Country Office is inviting eligible firms/entities to submit their proposals for the following scope of work: PROJECT BACKGROUND: The Green Climate Fund (GCF) is a unique global platform to respond to climate change by investing in low-emission and climate-resilient development. GCF was established to limit or reduce greenhouse gas (GHG) emissions in developing countries and to help vulnerable societies adapt to the unavoidable impacts of climate change. Given the urgency and seriousness of this challenge, the Fund is mandated to make an ambitious contribution to the united global response to climate change. Through a country-driven approach, the GCF works directly with National Designated Authorities (NDAs) in individual countries to improve their access to climate financing to develop climate change adaptation and mitigation programming. Developing country Parties to the United Nations Framework Convention on Climate Change (UNFCCC) can access GCF support for such activities. In the Philippines, GGGI is implementing the Programme entitled "Readiness Support to Strengthen the Philippines Engagement and Direct Access with the GCF" (the Programme). GGGI partners closely with the GCF to support developing countries access and application for climate finance. With this common goal and complementary delivery model, GGGI and GCF signed a Framework Readiness and Preparatory Support Grant Agreement in 2017. Under this strategic partnership, GGGI supports its member and partner countries to enhance access to GCF financing by implementing the GCF Readiness Programme. The Programme provides resources for strengthening the institutional capacities of NDAs and Direct Access Entities (DAEs) to develop projects for submission to the GCF and to access Readiness Programme resources This project seeks to address the need for increased knowledge sharing and capacity building among the NDA and DAEs in the Philippines to effectively engage with the GCF , particularly in the accreditation process and aligning work programs with the countrys climate goals. OBJECTIVE OF THE ASSIGNMENT: In light of these challenges, GGGI, in cooperation with the NDA, aims to strengthen NDA and DAEs through knowledge sharing, policy-making and capacity building to effectively engage with the GCF. The project will focus on the following outcomes of the Program: Country Programming Access (Outcome 2) and Direct access to Climate Finance (Outcome 3). By addressing these gaps and achieving the projects objectives, GGGI and the NDA aim to enhance the Philippines capacity to access and utilize climate finance effectively, contributing to the countrys climate change adaptation and mitigation goals PROPOSED ACTIVITIES: The selected consultancy firm shall complete the following: I. Development of DAE Policies and Guidelines II. Capacity Building Program A. Policy and Guidelines B. Knowledge Exchange Events III. HOW TO OBTAIN THE DOCUMENTS: Documents can be accessed via the e-Green Procurement Portal by selecting View Details on the relevant notice and then clicking the Tender Application button. If you are a new supplier, you will be required to register your details. If you have an existing account, you will need to login to the portal.
