Tenders are invited for Provision of Plastic Furniture to Security Staff in Parliament House Islamabad. Description: CAPITAL DEVELOPMENT AUTHORITY Maintenance Division (Civil) Parliament House INVITATION FOR BIDS 1. The Capital Development Authority invites sealed bids single stage single-envelope from firms who are well reputed, registered with Pakistan Engineering Council having valid Registration Certificate in relevant categories & code for the year-2024-25, who can prove their eligibility and qualification as mentioned in the Bidding Documents for the following project. The Capital Development Authority invites bids, from firms, registered with Pakistan Engineering Council having valid Registration Certificate in respective project code valid for the year 2024-2025 who can prove their eligibility and qualification as mentioned in the Bidding Documents for the above mentioned works. 3. Thebidding shall be conducted in line with the Rule 36(a) Single Stage Single Envelope procedure prescribed under Public Procurement Rules 2004. E-PAD Procurement Regulations 2023 and is open to all potential bidders registered in the E-Pak Acquisition & Disposal System (EPADS). 4. Bids must be accompanied by a Bid Security duly generated from firm?s own account should be in the form of Pay Order / CDR?s in favor of Deputy Director (Civil) Parliament House, CDA. The prospective bidder shall upload scanned copy of Bid security on E-PADS and submit original Bid Security /CDR?s before 12:00 (Noon) dated 21-02-2025 along with application and documents mentioned at Serial Number 7 and 8. 5. The bidder must appear in person while submitting the application. In case of absence of the bidder, anauthority letter must be provided along with application on letter head of the firm depicting complete valid address & contact numbers along with attested copy of CNIC 6. The prospective bidder must provide their firm 3 years income tax returns along with application, otherwise their bids will be considered as Non-responsive. 7. The prospective bidder shall upload Complete NIT along with PEC Certificate and Professional Certificate and provide the PEC certificate and Professional Tax certificate along with application.Otherwise the bid will be considered as Non Responsive. 8. The Prospective bidders shall also upload following certificates and also provide the certificates in original along with application. Otherwise the bid will not be considered. I. Prospective bidder / firm must upload and provide an undertaking of sole proprietorshipon Stamp paper worth Rs. 500/, also that the firm / contractor are neither involve in any litigation nor black listed by any government, semi-government or autonomous body in Pakistan and also undertake that if any information or document provided by the firm is found incorrect or fictitious, the firm take for legal action under the law. Without the undertaking tender will be marked as Non-Responsive. II. Prospective bidder / firm must upload and provide an undertaking of Non Relationship in CDA on Stamp paper worth Rs. 500/. Without the undertaking tender will be marked as Non-Responsive. III. Firms who are interested should submit 01 year satisfactory completion certificates(s) in relevant nature of work / amount and only those firms are eligible to participate who have work experience in RED ZONE area and participants / firms must submit attested copies of relevant documents with original Bid Security / CDR?s. 9. Works related information may be sought from the office of Deputy Director (Civil) Parliament House CDA located in Parliament House G-5, Islamabad. 10. Security clearance of firm is mandatory. The security clearance shall be taken from AIG, Special Branch through Parliament House Authorities that should include security clearance of representative, Engineers and work etc, without security clearance the firm shall not be allowed to participate in the tenders. 11. The firms having code-ME-02 is mandatory for participating in tender mentioned on Sr.No 02. 12. In case the total bid amount is less than 10% below the NIT amount, the bidder shall submit call deposit (generated from firm?s own account, in favor of Deputy Director (Civil) Parliament House, CDA) as performance security equal to the difference between NIT amount and total quoted amount less 10% of NIT amount that is required performance security NIT total Bid amount. This call deposit shall be in addition to the earnest money for the work and shall be deposited at the time of submission of bids. Bids not carrying the performance security shall be rejected. The performance security of the successful bidder shall be released after completion of project. 13. The prospective bidders are required to submit their Bids online through E-PADS at http://eprocure.gov.pkon before EPAD date and time. Manual Bid will not be entertained. 14. The bids will be pointed by using E-PAD publically on the same day at 12:00 (Noon) in the presence of the Procurement Committee & Bidders / authorized representative must present General / special power of Attorney attested through respective Court, who choose to attend the opening session to be held at the office of Director (Coord) Parliament House &Deputy Director (Civil) Parliament House CDA. 15. That the attorney holder should not be the employee of any government / semi-government institutes. 16. The bid security of all bidders would be deposited in the CDA Bank account and same will be returned after the acceptance of the contract with the successful bidder . 17. CDA may reject all bids or proposals at any time prior to the acceptance of a bid or proposal as per PPRA rule. 18. In case of any gazttee / occasional holidays, the tenders will be opened on next working day. 19.
