Request for proposals for Consultancy Services for Third Performance Review of Green Climate Fund. Objectives: The primary objective of the Consultancy Services for Third Performance Review of Green Climate Fund (RFP) is to provide an independent evaluation of the Green Climate Funds performance. This includes assessing the Funds progress in delivering its mandate as set out in the Governing Instrument, analyzing its contributions as a financial mechanism of the UNFCCC, and evaluating how it distinguishes itself from other climate funds and multilateral institutions. Additionally, the review aims to inform decision-making by the GCF Board, identify lessons learned, and provide strategic guidance for the Funds operations in developing countries. Eligibility criteria: To be eligible for this tender, the bidding firm must be a qualified, reputable, and experienced company or corporation with expertise in consulting services related to performance reviews, particularly of international climate finance mechanisms like the Green Climate Fund. The firm should demonstrate strong expertise and experience in climate change evaluations, corporate evaluations, and mixed methods (qualitative and quantitative) evaluations. Key personnel, including the team leader, should have substantial experience in leading large-scale evaluations, particularly in climate finance contexts. The firm must comply with GCFs requirements and standards, including timelines and deliverables as outlined in the RFP. Further compliance with confidentiality, conflict of interest, and ethical standards specified in GCFs policies is mandatory.
