Tenders Are Invited For Subscription To A Bibliographic Database Intended For Hainaut Libraries in Belgium

In Accordance With Annex 4B Of The Decree Of The Government Of The French Community Applying The Decree Of April 30, 2009 Relating To The Development Of Reading Practices Organized By The Public Reading Network And Public Libraries, The Support Operators Must Ensure The Free Provision For Direct Operators Of Their Territory Of A Bibliographic Commercial Database Allowing Both Orders And The Recovery Of Notices Directly Usable For The Catology. In Accordance With Article 4 Of The Same Decree, Support Operators Are Also Required To Create And Manage A Collective Catalog Of The Collections Of Direct Operators In Their Competence Territory. To Implement This Collective Catalog, The Support Operator Has Acquired An Integrated Library Management System (Sigb) And Has Gradually Integrated The Recognized Direct Operators Of Its Territory According To A Stored Phasing Over 5 Years. This Work Ended In May 2024 And 51 Operators (Library Networks Of 49 Municipalities + 2 Operators Dependent Directly On The Province Of Hainaut) Now Use The Decalog Sigb Solution And Must Access A Bibliographic Database. In 2025, The Library Of The Commune De Froidchapelle Will Also Join The Catalog. It Is Therefore Necessary To Establish A Public Market For The Attention Of These 52 Operators Relating To A Subscription Lasting 4 Years To A Database With Unlimited Access, Which Will Allow In Particular, The Management Of Orders As Well As The Supply Recoverable Bibliographic Notices In Sigb For The Catology. This Database And These Bibliographical Notices Are Tools Essential To The Functioning Of All Libraries And Make It Possible To Achieve A Gain In Productivity In Acquisition Procedures And Also A Qualitative Gain For The Choice Of Acquisitions, The Library Processing And The Demonstration Of These In The Catalog. In Addition, As Their Recognition Is Recognized As Part Of The 2009 Decree Governing The Public Reading Sector In The Wallonia Brussels Federation, The Libraries Of Other Municipalities In Hainaut Are Likely To Join The Collective And De Facto D Catalog Access The Bibliographical Base. Fifty (49 + Coldchapel) Of The 69 Municipalities In Hainaut Being Already Integrated, The Number Of Additional Municipalities That Can Potentially Be Added Is 19. Given The Knowledge Of The Land Of The Contracting Authority, It Is Realistic To Think That One Or 2 Maximum Municipalities Could Join The Project Each Year. However, The Recognition Of These Libraries In The Decree - Which Conditions Both Their Entry Into The Catalog And Access To The Bibliographical Base - Depends On Multiple Criteria. It Is Therefore Not Certain That It Materializes.
