Refuse Recycling Services - Selection Of An Operator For The Operation Of A Composting Installation For Separately Collected Green And/Or Biodegradable Waste And Of An Installation For Pre -Treatment Of Municipal Waste, Located In Dupnitsa Municipality, Kyustendil District. The Present Open Procedure Is For The Award Of A Public Procurement With The Subject: Selection Of An Operator For The Operation Of A Composting Installation For Separately Collected Green And/Or Biodegradable Waste And Of An Installation For Pre -Treatment Of Municipal Waste Located In The Dupnitsa Municipality, Region. Kyustendil , In Compliance With The Rules For Assigning A Service Of General Economic Interest. The Specific Activities That The Participant Selected As A Contractor Should Carry Out During The Execution Of The Contract For The Management And Operation Of The Two Installations For The Utilization Of Municipal Waste Generated In The Territory Of The Settlements From The Municipalities Of Dupnitsa, Sapareva Banya And Bobov Dol Are The Following: 1. Acceptance And Pre -Treatment Of Mixed Municipal Waste In An Installation For Pre -Treatment Of Municipal Waste And Subsequent Utilization Of The Separated Biodegradable Fraction In A Stabilizing Module; 2. Adoption And Composting Of Separately Collected Green Waste In A Composting Installation; 3. Storage Of The Recoverable Waste Fractions, Separated In The Installation For Pre -Treatment Of Municipal Waste, Until Their Submission For Subsequent Utilization, Including The Recycling Number. Storage Of Works In The Composting Product (Compost) Installation Until It Is Transmitted To The Contracting Authorities, Etc.; 4. Transmission (Loading And Transport) For The Utilization Of Separated After Pre -Treatment Of Msw Fractions (Rdf And A Submission Fraction); 5. Transmission (Loading And Transport) For Disposal Of Unusable Residual Quantities After Pre -Treatment Waste; 6. Maintenance Of Buildings, Structures, Installations, Facilities, Elements Of Technical Infrastructure And Mobile Operational Equipment In A Manner That Guarantees Their Technical Workingness According To Their Intended Mode Of Operation, Their Safe Functioning, As Well As The Protection Of The Health And Safety Of The Workers In Both Installations; 7. Payment Of The Electricity Consumed For Both Installations, The Fee For Water Use, Fuels And Other Consumables And Materials That Provide The Normal Functioning Of The Installations; 8. Security Of All Buildings, Structures, Installations, Facilities, Elements Of The Technical Infrastructure And Mobile Operational Equipment Included In The Installations, Incl. 24/7 Monitoring And Permanent Telephone Link For Possible Fires Or Other Incidents In The Area Of ​​Installations; 9. Keeping Accountability And Reporting In Accordance With Ordinance No. 1 Of 04.06.2014 On The Order And Samples For Which Information On Waste Activities Is Provided, As Well As The Procedure For Keeping Public Registers; 10. Implementation Of Monitoring Activities On Both Installations, Including The Analyzes Of The Final Product (Compost) From Accredited Laboratories. Organizing The Activities For Monitoring Components And Environmental Factors; 11. Implementation Of A Distribution Plan For The Municipalities Of The Vessels Purchased Under The Project
