However, agency may visit before quoting rates and assess the extent of retrieved material. There shall be no measurement after actual scarifying/milling and if material after milling is found on lesser side, no claim of agency on this score will be entertained and full recover on the basis of quoted rate and quantity exhibited in the BOQ shall be made, the reverse rates are minimum rates to be used as base for quoting purchase rate by the agency.
