Project: Delivering Life-Saving Health, Nutrition, and WASH Aid to 7,000 Children Under Five and 3,000 Caregivers in Middle Area and Khan Younis Partner: AEI in partnership with Muslim Date: January 2025 The project Delivering Life-Saving Health, Nutrition, and WASH Aid to 7,000 Children Under Five and 3,000 Caregivers in Middle Area and Khan Younis aims to address critical health, nutrition, and WASH needs in Gaza, focusing on vulnerable children and caregivers. Given the ongoing instability and security risks in the region, ensuring the safety and security of all project staff, community members, and beneficiaries is paramount to successful project implementation. AEI, in partnership with Muslim, seeks to establish comprehensive Safety and Security Protocols that will safeguard all personnel, equipment, and project activities throughout the duration of the project. Objectives: The objectives of the Safety and Security Protocol are: To ensure the safety and security of all project staff, beneficiaries, and partners. To establish clear safety guidelines and response mechanisms for potential security incidents or emergencies. To train staff and volunteers on security protocols and ensure their preparedness in case of emergencies. To enhance communication systems and ensure rapid response capabilities during security threats. To monitor and update the security protocols regularly based on emerging risks and feedback from staff and partners. Scope of Work: The Safety and Security Protocol will cover the following aspects: Risk Assessment and Analysis: Conduct a thorough risk assessment of the Middle Area and Khan Younis to identify potential security risks and vulnerabilities to staff and beneficiaries. Develop a detailed risk analysis document including local political, social, and environmental risks. Development of Safety and Security Protocol: Create a comprehensive safety and security protocol based on the risk analysis, including the following: Travel and transportation safety. Staff security during field visits and operations. Emergency evacuation procedures. Emergency contact information and communication channels. Incident reporting and response systems. COVID-19 and health-related safety considerations. Training and Capacity Building: Organize training sessions for all project staff, volunteers, and stakeholders on the safety and security protocols. Provide practical drills and role-playing exercises to prepare staff for emergency scenarios. Ensure staff are familiar with local security conditions and understand how to handle potential security incidents. Monitoring and Compliance: Establish monitoring mechanisms to ensure adherence to the security protocols by all staff and partners. Conduct regular site assessments to ensure compliance with the protocol, and follow-up on security incidents or breaches. Update the protocol as needed based on evolving security risks and feedback from staff. Coordination with Local Authorities and Partners: Coordinate with local authorities, UN agencies, and NGOs operating in the same region to ensure the sharing of security information and resources. Regularly consult with the security focal points within AEI and Muslim to share information and ensure joint security measures are in place. Deliverables: Risk Assessment Report: A detailed risk analysis document that identifies and evaluates potential security risks. Safety and Security Protocol Document: A finalized document containing security procedures, emergency response plans, and operational guidelines. Training Materials: Comprehensive training materials for staff and volunteers covering safety protocols, emergency drills, and situational awareness. Training Reports: Records and feedback from training sessions conducted. Compliance Monitoring Reports: Reports from monitoring visits and assessments, detailing the adherence to security protocols. Timeline: Risk Assessment and Protocol Development: January 2025 (2 weeks) Staff Training on Safety and Security: January 2025 (1 week) Monitoring and Evaluation: Ongoing (from February 2025) Reporting and Supervision: The Security Officer will be responsible for the development, implementation, and monitoring of the safety and security protocol. The Program Manager from AEI and Muslim will oversee the process, ensuring coordination between the project partners. A monthly security report will be submitted to the AEI senior management and key partners outlining any incidents, updates to the security protocol, and any changes to operational risks. Qualifications: The consultant or team responsible for developing and implementing the safety and security protocol should meet the following criteria: Proven experience in security management, especially in conflict zones or fragile settings. Knowledge of safety and security protocols for humanitarian operations. Previous work experience with NGOs and/or in the Gaza Strip or similar regions. Ability to provide clear and effective training to diverse staff groups. Strong communication, analytical, and reporting skills. Budget: The budget for the development and implementation of the Safety and Security Protocol will be outlined in a separate financial plan. The budget will include costs for: Consultant fees for risk assessment and protocol development. Training costs (venue, materials, facilitator fees). Security equipment and supplies (e.g., communication tools, emergency kits). Monitoring and reporting costs. Evaluation: The effectiveness of the safety and security protocol will be evaluated based on: The implementation success of security measures. Staff feedback on training and preparedness. Incident reports detailing any breaches of security or safety and the effectiveness of the response. Regular updates and adjustments to the protocol based on security changes.
