Public Security, Law And Order Services – Public Service Concession For The Operation Of The Automobile Impound In The City Of Caen. The Main Missions That The Granting Authority Intends To Entrust To The Concessionaire Are As Follows: - Obtain And Maintain Prefectural Pound Guard Approval; - Execute, At The Request Of The Competent Authorities, Impoundment Decisions; - Ensure The Operation, At Its Own Risk, Of The Automobile Impound On Land Located In The Territory Of The Caen Metropolitan Area Which Must Be Enclosed And Of Sufficient Size To Store All Vehicles Removed And Kept For Return During The Legal Period; - Ensure The Continuity Of Public Service As Well As The Legality Of Public Service Users; - Ensure Material Impound Activities (Removal On The Territory Of The Municipality, Towing, Custody, Restitution To Their Owners, Delivery For Alienation To The Estate Service And Delivery For Destruction To A Demolition Company Of Impounded Vehicles); - Carry Out All Land Vehicle Removal Operations For Administrative Travel (E.G. Floods); - Ensure Human Resources Management And Provide The Personnel Necessary For The Operation Of The Car Impound; - Manage All Relations With Users; - Provide And Manage All The Material Resources Necessary For The Operation Of The Automobile Impound; - Ensure Proper Maintenance Of The Materials, Equipment And Installations Necessary For The Operation Of The Service; - Ensure The Maintenance Of A Dashboard On The Monitoring Of Vehicles Removed And The Permanent Information Of The Granting Authority. As Part Of This Public Service Concession, The Concessionaire Has A Monopoly On Physical Automobile Impound Operations. To This End, It Undertakes, In Accordance With The Provisions Of Article R325-24 Of The Highway Code, Not To Carry Out Any Activity Of Destruction And Reprocessing Of End-Of-Life Vehicles.
