Architectural, Construction, Engineering And Inspection Services – Complete Renovation Of 4 Social Housing Buildings Located Rue Crickx 39, 44, Rue Gustave Defnet 57 And Hause De Forest 197 In 1060 Brussels In A Sustainable And Ecological Vision.. For This Designer Assignment, The Contracting Authority Wants To Appoint A Multidisciplinary Team Composed Of An Architect, A Stability Engineer, A Special Techniques Engineer, An Epb Advisor, A Safety And Health Coordinator And A Noise Expert. The Contracting Authority Wishes To Have A Direct Contractual Relationship With The Architect, The Stability Engineer, The Special Techniques Engineer, The Epb Advisor, The Safety And Health Coordinator. Assuming That The Specific Personnel Needed To Carry Out All The Planned Assignments Are Not Within The Same Professional Structure, A Team Of Participants Is Formed In A Combination Of Entrepreneurs. The Architect Represents The Consortium Vis-À-Vis The Contracting Authority And Is Responsible For Coordinating The Studies And Performances Of The Other Members Of The Consortium. Applications That Cannot Assure The Client From The Selection Phase That They Will Benefit From This Contractual Relationship Will Be Rejected. Subcontracting Is Permitted For The Following Assignments: The Noise Expert. The Attention Of Economic Operators Submitting Different Applications (I) Alone Or In Combination With Other Economic Operators, Or (Ii) In Different Combinations), And Of The Combinations In Which They Would Participate, Is Drawn To The Fact That, As Provided Article 54 § 2 Of The Royal Decree Of 18 April 2017 Prohibits Multiple Participation At The Tender Submission Stage. The Consequence Of This Prohibition Is That All Tenders From Tenderers Involved In A Multiple Participation Must Be Rejected. When Selecting The Two Candidates Involved In The Multiple Participation Of An Entrepreneur, The Latter Can Only Submit A Tender In The Context Of One Of The Two Applications. The Candidates Concerned Must Anticipate This Situation To Avoid Having Their Tender Rejected. In The Case Of Multiple Participations By One Or More Entrepreneurs, The Selection Procedure Is As Follows: 1) In A First Phase, The Contracting Authority Analyzes And Provisionally Ranks The Candidates Involved, Taking Into Account Any Duplicate Offers; 2) In A Second Phase, The Contracting Authority Informs The Combinations At Risk Of A Duplicate Tender Of Their Provisional Ranking And Requests The Operators Appearing In Different Combinations To Choose The Combination Through Which The Tender Is Submitted; 3) In A Third Phase, The Contracting Authority Proceeds With The Final Ranking Of The Candidacies After Eliminating One Or Several Combinations With The Risk Of A Double Tender, And Invites The Various Candidates To Formulate A Tender.
