Mobile Telephones – Framework Agreement For The Purchase Of Telephones, Accessories And Related Services. Short Description: This Order Is An Order For Deliveries Within The Meaning Of Article 2, 20° Of The Public Contracts Act. The Ostend Police Zone, As A Purchasing Center Within The Meaning Of Article 2, 6°, A) Of The Public Procurement Act, Wishes To Conclude A Framework Agreement Whereby The Purchasing Entities Can Order Telephones And Matching Accessories And Where Appropriate Professional Services And Service Before And After Sale Is Anticipated. All Police Zones In West Flanders Can Participate In The Framework Agreement As Purchasing Entities. The Framework Agreement Is Not Exclusive, But A Minimum Purchase Worth Eur 500,000 Is Guaranteed. The Contractor Must Create An Online Platform On Which (Employees Of The) Purchasing Entities Can Order A Telephone And Accessories Themselves. The Purchasing Entities Provide A Fixed Amount (Incl. Vat) That Can Be Spent By Their Employees On The Online Platform (The “Fixed Amount”). These Employees Can Then, If Desired, Charge A Telephone And Accessories That Are More Expensive Than The Fixed Amount Provided (The “Individual Balance”). The Online Platform Allows Double Billing, Whereby The Purchasing Entities Are Invoiced For The Fixed Amount And The Employees Are Invoiced For The Individual Balance. The Framework Agreement Is Part Of The Wish Of The Purchasing Entities To Be Able To Purchase An (Individual) Telephone For Each Employee. The Framework Agreement Includes (Among Other Things): - The Provision Of An Online Platform Within Which The (Employees Of The) Purchasing Entities Can Purchase A Telephone And Accessories Themselves Based On The Fixed Budget Made Available By The Purchasing Entities And A Personal Contribution For Purchases Made Exceed That Budget (Individual Balance) Can Choose And Order From The Purchasing Entities. - The Sale And Supply Of Telephones. The Tenderers Draw Up A List Of Telephones That Can Be Supplied And Supported (The “Telephone Offer List”). The Telephone Offer List Must Contain At Least The Telephones Listed In The Inventory Accompanying The Specifications (The “Basic Telephone Package”) And Is Limited To Telephones Powered By Android And Ios. Based On This List, The Purchasing Entities Individually Determine Which Telephones Are Actually Offered To The Employee Within The Online Platform (The “Selection List”). - The Sale And Supply Of Accessories. The Tenderers Draw Up A List Of Accessories That Can Be Supplied And Supported For The Telephones From The Telephone Offer List (The “Accessories Offer List”). The Accessories Offer List Must Contain At Least The Telephones Listed In The Specifications (The “Basic Telephone Package”). - Service Level Agreement (Sla): Fast And Good Service Before And After The Sale Of The Telephones And Accessories (Including The Mandatory Option For Insurance).
