(WHH) is one of the largest non-governmental organizations in Germany and has been supporting humanitarian and development projects in Lebanon since 2016, in partnership with local NGOs. Lebanon is currently facing several overlapping complex crises. According to UNESCWA, the number of people living in poverty has almost doubled compared to 2019, rising to over 80%. The main factors contributing to this are the overstretching of resources and public services due to the high presence of refugees from neighbouring countries, the financial collapse since 2019, the COVID-19 pandemic, and the massive political mismanagement, such as expressed in the explosion in Beirut on 4 August 2020. 1. PROJECT BACKGROUND Welthungerhilfe (WHH) is coordinating a 42 month Programme, funded by the German Ministry for Economic Cooperation and Development (BMZ). The purpose of the Programmes aim is to ensure that both the host and the refugee communities in rural areas improve their resilience and are better able to cope with the ongoing economic crisis. To achieve this goal, WHH has partnered with several Lebanese organizations, including LOST, RMF, JPII, and Hadatha. LOST will oversee the implementation in Baalbek and Hermel, while RMF will focus on North Lebanon and Akkar. JPII will support cooperatives in the target regions, and Hadatha will lead social stability activities across all project areas. The program adopts a value chain support approach to assist actors in the targeted agriculture value chains. This involves providing assistance to farmers, micro, small, and medium-sized enterprises (MSMEs), purchasing and selling committees, cooperatives, governmental institutions, and implementing cash-for-work initiatives for related infrastructure." 2. EVALUATION PURPOSE AND QUESTIONS The mid-term evaluation aims to enhance project performance, accountability, and learning through evidence-based decision-making. It will assess the projects effectiveness and results achieved to date, impact on beneficiaries, and sustainability. Additionally, the evaluation will examine the efficiency of the consortium partnership, project relevance, progress towards objectives, and the potential for long-term impact. Ultimately, the evaluation will draws lessons and provide recommendations to improve project implementation and performance. The specific objectives of the mid-term evaluation are as follows: 1) Relevance: Assess the project relevance by looking into whether the funding and support is consistent with local needs, priorities, and possibilities, including the needs, priorities, and possibilities of local partners. 2) Effectiveness: Assess the progress made towards achieving the projects outcomes and results based on the project log frame, design & monitoring data. 3) Efficiency: This will assess the project outputs, both qualitative and quantitative, in relation to the inputs i.e. were inputs, staff, time, money, and equipment used in the best possible way to achieve outputs. 4) Assess the sustainability of the interventions beyond the life cycle of project. 5) Coherence/connectedness. 3. SCOPE OF THE EVALUATION The perspective of the evaluation is on two aspects: the likelihood of reaching the project activities objectives and determine the effectiveness of project activities and outputs on one hand and the consortium management on the other hand: the consortium management, the structure, assessing the capacities and the communication structure, implementation lessons and challenges. 4. KEY DELIVERABLES All the Deliverables will be submitted to WHH as soft copy (unless otherwise noted below). An inception report: The consultant will share his/her inception report that details the evaluation design (rationale, methodology), data collection tools, and a detailed work plan within 1-3 days of engagement, to be approved by WHH (MEAL Management & Area Manger). Data collection tools: Develop the data collection tools and have them approved by WHH before data collection, analysis, interpretation. Raw data: quantitative raw data and qualitative transcripts Validation meeting: A 2-hour meeting, online, discussing the main findings of the draft report, including project staff, partner staff, WHH MEAL staff, once data collection has ended. Draft Evaluation report: The consultant will prepare together with the participating team-members from WHH/partners a draft evaluation report with details of findings, recommendations and lessons learnt for review by WHH and partners Final Evaluation report: The consultant will share a final evaluation report after incorporating the comments from WHH and consortium partners. Final dissemination and discussions workshop: A workshop/meeting to present and discuss the final report, documented lessons, and best practices from the report. Evaluation Management Response Matrix: The evaluator will elaborate a management response matrix, listing the recommendations and the addressee for each recommendation. They will further determine a priority level, stating how important and urgent they consider the recommendation. A standard Evaluation Management Response Matrix template will be provided by WHH. 5. TIME FRAME / SCHEDULE The duration of the assignment will be around 30 working days and fixed after reviewing the timeframe and the methodology. This evaluation will begin in the Month of January 2025, however preliminary works may begin earlier such as development of the tools and review of the final study design. 6. CONFIDENTIALITY All documents and data acquired from documents during interviews and meetings are confidential and used solely for the evaluation. The deliverables and all material linked to the evaluation (produced by the evaluators or the organization itself) are always confidential and remain the property of the contracting party. 7. EXPERTISE OF THE EVALUATORS This evaluation assignment is open to individual consultants with sound experience in the services outlined above. To be considered for the services described herein the consultants must meet the following criteria: 1. Education: Advanced university degree in relevant discipline and expertise in Business development, agriculture, agribusiness and livelihood. 2. Technical capacity: the consultant(s) with practical experience in the project fields: Livelihood activities in rural areas, Business development of enterprise support institutions, value chain, agriculture, Organizational capacity assessment. 3. Strong experience and training in relevant evaluation methods (participatory methods, qualitative methods, and surveys). 4. Minimum of 3 years of experience evaluating development and/or humanitarian programmes implemented by international aid organizations; experience of evaluating German-funded programmes is an advantage. 5. Proven experience in organizational learning and development of NGOs.
