Request for proposals for HIV Prevention Evaluation. Evaluations of other large-scale prevention efforts provide useful insights into their effectiveness. PEPFAR-implemented Determined, Resilient, Empowered, AIDS-free, Mentored and Safe (DREAMS) program to reduce HIV incidence in AGYW in sub-Saharan Africa that started in 2015 was the largest global initiative to date attempting to address the full range of structural, behavioral and biomedical drivers of HIV incidence amongst AGYW at scale. Several evaluations of DREAMS indicate that although it has likely impacted some mediators of change, there is only weak or disparate evidence of the programs impact on HIV incidence.
