The Subject Of This Acquisition Is The Implementation Of The Space Reservation System (Saas) Of The Municipality Of Tuusula, Support And Maintenance Services, And Expert Services Related To The Further Development Of The System. The Complete Saas Service To Be Procured Must Be A Productized Ready-Made Application Solution Aimed At Reserving Resources, Which Can Be Adapted To Meet Tuusulas Needs. System As A Software Service (Saas) Means The Delivery Of The Space Reservation System And Its Usage Rights As A Software Service, Where The Supplier Is Responsible For The Data Center And Capacity Services Required By The System. The Implementation Of The Space Reservation System Means The Fixed-Price Implementation Of The Space Reservation System Based On The Completed Sample In The Municipality Of Tuusula To The Extent That Meets The Requirements Of This Procurement. Commissioning May Be Preceded By Adaptation Or Development Of The Finished Product To Meet The Needs Of The Municipality Of Tuusula. The Goal Of The Support And Maintenance Service Is A Smooth Service Process That Ensures A High-Quality And Controlled Customer And User Experience. The Aim Of The Expert Service Is To Enable The Development Of The System In Accordance With New Needs. However, Expert Service Does Not Mean The Normal Continuous Development Of The Finished Product. The Future Reservation System Covers E.G. Booking Portal, Invoicing, Reporting, Extensive Management Tools And Access Control, And Integrates With Tuusulas Central Background Systems, Such As The Locking And Access Control System. The Applied System Enables The Citizens Of The Municipality To Do Business More Independently And Supports The Expansion Of The Number Of Reservable Spaces In The Municipality And The Increase Of The Utilization Rate. The Aim Is To Make The Procurement Decision In February 2025. The Contracts Will Be Signed When The Decision Has Become Legally Binding. The Work Starts Immediately After Signing The Contract And Confidentiality Obligations. The Goal Is To Have The Agreement Come Into Effect In March 2025 And To Put The System Into Use In Its Entirety During The End Of 2025. Evaluation Of Offers The Procurement Will Be Pre-Qualified. In The Pre-Qualification Stage, Those Offers That Meet The Minimum Requirements Of The Request For Tenders, Which Have Received The Most Points In The Pre-Qualification And Whose Mutual Point Differences Are Less Than Or Equal To 25 Points, Will Be Selected For The Next Stage. The Maximum Score For The Pre-Qualification Is 75 Points. Points Are Awarded For Price (Max. 35 Points) And Quality (Max. 40 Points). Final Evaluation Bidders Selected From The Pre-Qualification Phase Will Receive An Invitation To A Usability Evaluation By February 7, 2025 At The Latest, Which Will Be Taken Into Account In The Final Quality Scores Of The Offers. From The Usability Evaluation, You Can Get Max. 25 Points. The Evaluation Sessions Will Be Tentatively Organized Between February 10 And 14, 2025. The Instructions For The Evaluation Session Are Described In More Detail In Appendix 8.1, Usability Evaluation Instructions. The Bid Evaluation Procedure Is Described In More Detail In Appendix 6 Bid Evaluation Procedure Of The Tender Request.
