Improving Infrastructure Sustainability Through Better Asset Management: Climate/Multi-hazard Risk Assessment for Niues Transport Network Approval Date: 29-Jul-2021 Estimated Commencement Date: 500,000 USD Engagement Period: 9 MONTH 1. The Niue National Strategic Plan 2016-2026 confirms that infrastructure is a key driver for the countrys economic development and should be climate-proof and resilient. In the plan, transport infrastructure is expected to provide and maintain safe, secure, and reliable services and be prepared to respond to natural hazards and emergencies. Furthermore, transport infrastructure asset management is also considered essential for sustainable use and operation. 2. The country is vulnerable to climate change, particularly sea level rises and extreme climatic events like extreme rainfall and tropical cyclones, and natural hazards. The countrys lower area averages 28 meters (m) above sea level, and the upper area averages 69 m above sea level. Niue is famous as one of the worlds largest coral atolls. Recent ocean acidification around the country will be becoming a threat to coral reef ecosystems. Given such geotopographic and climatic challenges, the countrys transport network is also considered vulnerable. The countrys transport network consists of road infrastructure, a wharf, and an airport. It is essential to make the countrys transport infrastructure resilient against impacts of future climate change events and natural hazards and identify relevant risks and vulnerable areas/infrastructure against those risks. 3. This study is funded through TA6756-REG: Improving Infrastructure Sustainability through Better Asset Management. The goal of the TA is to improve the way infrastructure assets are managed and operated in ADBs developing member countries (DMCs). The study will conduct a transport network climate- and hazard-related risks analysis for Niue. The studys outcomes are expected to be reflected in the countrys prioritization of investments in the transport sector and help identify potential adaptation measures that are expected to be integrated into the design of the prioritized infrastructure. 4. The study shall be conducted for the transport network in Niue. The analysis (climate- and hazard-related risks analysis) is expected to be carried out at the national and municipal levels in the country. The analysis shall discern the economic impacts of disruptions due to transport infrastructure failures as a result of climatic events or hazards. The implication of disruption of inland connectivity to transport nodes such as a wharf and an airport, as well as markets and social services, will be considered. Tender Link : selfservice.adb.org
