Expression of Interest are invited for Design and Construction of the Physical Infrastructure and Set-Up of the E-Waste Management Plant; And (Ii) Support Bhtpas Project Implementation Unit with Core Functions to Implement Component 4 Throughout the Project Period. Title Of Service: Need Based Consultancy services (Firm) for the Component-4 under Bangladesh Hi-tech Park Authority Brief Description of Assignment: The consultancy aims to (i) coordinate and supervise all technical activities related to the design and construction of the physical infrastructure and set-up of the e-waste management plant; and (ii) support BHTPAs Project Implementation Unit with core functions to implement Component 4 throughout the project period. Experience, Resources and Delivery Capacity Required: B. Place of Work: Project Head office and Project area C. Implementation Period: The Assignment will start from May- 2025 and will be continued up to 24 Months (Twenty-Four Months) D. Total professional staff-months: 234 person-month (Key Expert) E. Establishment of E -waste management Plant under BEST project implemented by the Bangladesh Hi-Tech Park Authority under Information and Communication Technology Divisions now inviting eligible consulting firms (Consultants) to indicate their interest in providing the stated Services. Interested Consulting firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. F. Shortlisting criteria The interested firm is required to provide evidence-based information demonstrating their required qualification and relevant experience to achieve the stated targets of this project. The eligibility criteria to be used for selecting firm/ organization are as follows: F.1 General Experience: The firm/ organization/ consortium of firms and/ organizations must have at least 03 (Three) years of experience. F.2. Specific Experience: The firm/ consortium members need The firm or consortium shall have a minimum of 02 (two) years of experience in delivering need-based consultancy services/capability to provide similar nature of services tailored to specific needs within government entities/government autonomous bodies/ government projects, or other relevant sectors. Preference will be given to those with experience in World Bank/ADB or any other donor-funded projects. F.2.2. The firm/ consortium, in addition to provide professional Consultants such Procurement Specialist, Financial Management Specialist, Monitoring & Evaluation Specialist, Supervision Engineer and other professional as per requirement of assignment. F.3.Average Annual Turnover: The consulting firm/ consortium member(s) must have at least as average annual turnover minimum 1,00,00000 (One crore) Taka in last 03 (Three) years. In case of Joint Venture, any one or both of the partners fulfilling the criteria is accepted. For evidence, need to submit Audit report/bank statement/Tax submission report or relevant documents. F.4. Management Capability: F.4(i) Human Resource Pool: The consulting firm should submit a list of the resource pool including the Key Experts, indicating their skill, knowledge, and capability. The Human Resource Pool should show how it supports reaching into the relevant stakeholder community. CV/ resume of any expert/ staff at the EOI stage is not required. (Detail CV/ resume with educational and experience certificate will be needed during RFP stage). F.6. Joint Venture (JV): In case of Joint Venture Association (JVA) or Joint Venture Consortium (JVC), an agreement in Non-Judicial Stamp issued/ authorized by the Government of Bangladesh valued BDT 300 is required and the lead firm must have at least 03 (three) years of experience providing need-based consultancy services in any Government/ semi government/ Autonomous Body for smooth implementing any project. The agreement must clearly indicate the responsibilities of each partner, their full office address indicating the lead partner and signing authority. In case of intent to form joint venture, no stamp is required at this stage and this should be submitted in letter head pad of the company. F.7. Other legal documents: Incorporation Certificate, Income Tax registration certificate and up-to-date tax return submission certificate, VAT registration certificate, up-to-date trade license, litigation certificate (the firm may provide in its own letterhead pad). F.8. Reward and certification: The firm may attach any certificate related to reward, ISO certification, certification of any relevant association/ organization, IT/ ITES related certification etc. which may bear value during evaluation. G. Selection Procedure The Selection and Employment of the Consultant will follow The World Bank Procurement Regulations for IPF Borrowers, Procurement in Investment Project Financing, Goods, Works, Non-consulting and Consulting Services, Fourth Edition, November 2020: Section VII, Clause 7.2.a and & 7.3: Quality and Cost Based Selection (QCBS). Consultants are requested to submit, but not limited to, the following supporting documents in support of the above-mentioned criteria: (i) The Firms Incorporation/Trade/registration documents from the country of the firm (ii) Firms brochures; and (iii) description of similar consultancy contracts, including the scope, contract amount, name of Client, period of the contract (date of contract signing to date of completion), location/country of the services, etc. The attention of interested Consultants is drawn to the Section III, Para 3.14, 3.16, and 3.17 of the World Banks Procurement Regulations for IPF Borrows, July 2016 and updated in November 2020, setting forth the World Banks policy on conflict of interest. A consulting firm is allowed to submit the expression of interest alone if it considers itself to be fully qualified on its own for the assignment, as it is not mandatory for consultants to associate with any other firm(s), whether foreign or local. Alternatively, if consultants themselves choose to associate to enhance their qualifications and capability for the assignment, then such associations may either be as a Joint Venture (i.e. all members of the joint venture shall be jointly and severally responsible) and/or Sub-consultants (i.e. the Consultant will be responsible, including for the services of the sub-consultant). In case of an association, the Consultants must explain in the EOI submission (a) the rationale for forming the association and (b) the anticipated role and relevant qualifications of each member of the Joint Venture and/or of each sub-consultant for carrying out the assignment, to justify the proposed inclusion of the JV members and/or sub-consultants in the association. Failure to provide the above explanation in the Expression of Interest may risk the association not being shortlisted for the assignment. However, the qualifications/experience of sub-consultants will not be considered by the Client in the evaluation of Expressions of Interest for Shortlisting purposes. If shortlisted, Consultants will still have opportunity at the subsequent proposal preparation stage to further enhance their expertise for the assignment by associating with non-shortlisted consultants in the form of a Joint Venture or as Sub-consultants. In all such cases a shortlisted Consultant must obtain the written approval of the Client prior to the submission of the Proposal, for which the shortlisted Consultant will be required to justify the rationale for associating and specify the proposed role and relevant qualifications of the proposed associate(s) for carrying out the assignment. When associating with non-shortlisted firms in the form of a joint venture or a sub-consultancy, the shortlisted Consultant shall be a lead member. However, Instruction to Consultant (ITC) clauses of RFP will prevail in regard to associate with non-shortlisted firm or sub-consultant during proposal preparation stage. A Consultancy Firm will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
