The Purpose Of This Public Procurement Is To Select A Contractor To Whom The Municipality Of Veliko Tarnovo Will Assign The Development Of An Investment Project In The Technical Project Phase For The Site, The Execution Of Construction And Installation Works, The Exercise Of Author Supervision During Construction For The Implementation Of An Investment Construction Of Green Infrastructure To Reduce Secondary Dusting In The Urban Environment Under The Project - Implementation Of A New Approach To Improve Air Quality In The Territory Of The City Of Veliko Tarnovo, Applying For Funding Under The Environment Program 2021-2027, Priority Axis - Air, Name Of The Procedure - Green Measures In Urban Environment With Procedure Code - Bg16ffpr002-5.003. The Scope Of The Activities Planned For Implementation Are Described In Detail In The Terms Of Reference And The Specification And The Annexes To Them, Attached To The Documentation For This Order. The Main Objectives Of The Project Are: - Significant Improvement Of Atmospheric Air Quality; - Improvement And Landscaping Of Important Elements Of The Urban Environment; - Reduction Of Individual Harmful Emissions Of Ffp; - Improving The Quality Of Atmospheric Air And Thus Ensuring The Safety And Health Of Residents And Guests Of The City Of Veliko Tarnovo; - Ensuring Conditions For The Sustainability Of The Green Urban Environment And - Achieving The Requirements And Compliance With Eu Legislation In This Area. - The Built Publicly Accessible Green Infrastructure Is Planned To Be 31,011 Ha. When Executing The Order, All Inherent Design, Construction And Commissioning Activities Of The Object/Sub-Objects Should Be Carried Out, Not Less Than: 1. Assistance Of The Contracting Authority During And After Carrying Out All Administrative And Urban Planning Procedures Before Starting The Design And Provision Of All Necessary Additional Output Data For The Design, Including Letters Of Agreement, Permits, Prescriptions, Opinions, Instructions From Competent Authorities, Operating Companies And Authorities. 2. Assisting The Contracting Authority In Carrying Out An Administrative Procedure For Approving The Investment Project And Coordinating The Project Documentation By All Necessary Authorities, Removing Errors And Omissions Found During The Design And Obtaining A Construction Permit. 3. Preparation Of An Investment Project In The Technical Design Phase In Parts According To The Initial Design Data, The Prescriptions, The Current Technical Specification And In Compliance With The Requirements Of The Regulatory Framework In The Republic Of Bulgaria, Including H. Ordinance No. 4 On The Scope And Content Of Investment Projects, The Territorial Planning Act And The By-Laws On Their Implementation. 4. Implementation Of All Smrs Provided For In The Approved Investment Project With Quality In Accordance With The Highest Standards, Organization Of The Construction Process With Minimal Interference In The Living Conditions Of The Territory And Sparing The Existing Improvements, Landscaping
