We are committed to supporting FCDO to save lives, alleviate suffering and maintain dignity of people affected by crisis. The team provides a full spectrum of preparedness planning and response to sudden-onset disasters, protracted crises and complex emergencies to meet humanitarian needs and restore stability in fragile and conflict affected states. HSOT contributes to strategic thinking and provides technical expertise and analysis to inform FCDOs decision-making and policy development on longer term strategic priorities. HSOT is a team of over 80 core staff based in London and with a roster of humanitarian and stablisation professionals that can rapidly deploy if needed. Primary Duties and Responsibilities: The HSOT Humanitarian Roster The HSOT roster is a pool of skilled humanitarian experts, ready to provide consultancy services and support FCDOs humanitarian efforts. These highly experienced professionals can effectively collaborate across various humanitarian disciplines, working seamlessly with FCDO, other government departments, host government counterparts, humanitarian agencies, and local partners. The experts offer specialist advice, analysis, and support to UK Government officials to deliver on the UKs humanitarian priorities. The roster experts contribute to fast, efficient and effective UK humanitarian response that is appropriate to the needs of affected communities. Deployments Consultants are competitively selected by Palladium International Ltd to work alongside Civil Servants on short to long term assignments. Deployments can range from a few weeks to several months and may be overseas, London or remote based. Successful recruitment to the roster makes you eligible for consideration for deployments. However, it does not guarantee deployment. Humanitarian Information and Analysis Roles HSOT provides a range of expertise to FCDO to support crisis response and to enhance FCDOs capacity in spikes in protracted crises. Services requested include Humanitarian Analysis Officers, Information Management Officers, GIS Specialists and Humanitarian Advisers, with a data and analysis specialism. HSOT is currently recruiting Humanitarian Analysis Officers (HAO) to join the roster. Humanitarian Analysis Officer (HAO) - will provide humanitarian reporting, collect and store humanitarian information and produce analysis to support an evidence-based response. The HAO will deliver core humanitarian information products required by the FCDO requesting team (Post or London). They provide analytical pieces of work when the necessary information becomes available. The HAO designs their work to be as useful as possible, considering the decisions that need to be made (or any other priorities FCDO may have). The following general responsibilities are indicative. The specific responsibilities and deliverables for each deployment will be outlined in the customized Terms of Reference (ToR). Information and Reporting Generate humanitarian information products, which provide reliable and concise understanding of the humanitarian situation. This will include sitreps, funding overviews, needs analysis and thematic analysis. Generate lines and input to briefings for politicians including at Cabinet and Prime Ministerial level. Support with comprehensive analysis of appeals, assessment reports and other data to inform programme and policy recommendations and response decisions Establish relevant information management systems and tools to support better informed response decisions. Contribute input to communications products, regular reporting highlighting response and support review/learning processes. Humanitarian Analysis Generate analytical products, as per information needs of FCDO Provide insights into key humanitarian issues through production of rapid secondary data review and synthesis of key humanitarian issues Generate humanitarian risk analysis Generate or support humanitarian scenarios to better understand the trajectory of a crisis Develop prioritisation tools and composite indicators required to support decision-making Provide advice and guidance on using a range of qualitative and quantitative data sources Provide overview of assessments and humanitarian data and analysis providers Programming/Results Monitoring Support Humanitarian Advisers in reviewing partner programme concept notes and project proposals. Support the in-country Humanitarian Advisers in liaising with NGOs, Government, ICRC and UN bodies. Assist the Humanitarian Advisers with the provision of humanitarian and technical advice as appropriate and as required. Assist the Humanitarian Advisers in identifying partners institutional strengths and weaknesses and advise remedial actions. Aid the Humanitarian Advisers in quality assurance, field monitoring and reporting on the performance of international agencies and FCDOs partners; and Support establishing a system for tracking results attributable to FCDO for the response. Required Qualifications: Research or analysis experience with INGO, UN or similar organisation. Practical knowledge of humanitarian response information tools and operations. Experience in reporting, delivering briefings, public speaking, and facilitating meetings. Advanced information management skills including proficiency in Excel, Power Bi. Knowledge of statistical and/or mapping/GIS software is an advantage. Demonstrable knowledge and experience of humanitarian theory, practice and architecture, humanitarian risk assessment and planning and managing humanitarian responses. Proven research and analytical skills and proven experience of providing humanitarian information management and reporting during rapid onset humanitarian crises. Exceptional organizational and prioritization, and ability to deal with a varied, demanding, often conflicting and rapidly changing workload, while conscientious and efficient in meeting commitments, observing deadlines and achieving results. Excellent networking and coordination skills at all levels. Fluency in English is required. Candidates must possess key competencies aligned with delivering the UKs priorities.
