Expression of Interest are invited for Climate Resilience Consulting Services for the Power Sector in Tanzania, Zambia and Malawi Introduction: The World Bank is seeking expressions of interest from qualified consulting firms to assess the climate vulnerability of the power sector infrastructure in Tanzania, with the potential to extend the work to Zambia and Malawi, subject to funding. This assignment is part of a broader initiative to support the development of climate-resilient infrastructure systems in the Africa Eastern and Southern Region (AFE). The consulting services will focus on identifying and prioritizing resilience investments to enhance the power sectors climate resilience. Background: The power sectors in Tanzania, Zambia, and Malawi are crucial for the socio-economic development of these countries. Tanzanias mainland energy mix is dominated by natural gas and hydropower, while Zanzibar relies heavily on electricity imports from the mainland. Zambia and Malawi also face significant challenges, including aging infrastructure, transmission and distribution losses, and vulnerability to climate-related hazards such as droughts and floods. The Tanzania Electric Supply Company Limited (TANESCO), the Zambia Electricity Supply Corporation Limited (ZESCO), and the Electricity Supply Corporation of Malawi Limited (ESCOM) oversee the power sectors in their respective regions. Objectives: The primary objectives of this consulting assignment are to: 1. Assess the climate vulnerability of the power sector infrastructure in Tanzania, with potential extensions to Zambia and Malawi. 2. Identify and cost priority resilience investments based on exposure to climate hazards and on the socio-economic importance of each infrastructure component. 3. Provide insights on the mobilization of resources for climate resilience and improved system performance. Scope of Work: The consultant will conduct a comprehensive assessment covering the entire power sector infrastructure of Tanzania, with potential extensions to Zambia and Malawi. The analysis will consider a broad spectrum of climate hazards, including droughts, floods, storms, and changes in solar radiation. The assessment will cover existing assets and those planned for construction over the next 10-20 years. The consultant will develop a geospatial inventory/database of power sector assets, define the overall methodological approach, and conduct criticality, hazard exposure, impact, and adaptation assessments. Tasks: 1. Inventory of Power Sector Assets: Develop a geospatial inventory/database of existing and planned power sector assets, including relevant geospatial layers. 2. Definition of Methodological Approach: Specify criteria and metrics to assess criticality, hazard exposure, impacts, adaptation options, and economic worth of resilience investments. 3. Criticality Assessment: Assess the criticality of each power sector asset to the overall power systems operation. 4. Hazard Exposure Assessment: Conduct a spatially explicit assessment of climate-related threats to infrastructure assets. 5. Impact Assessment: Identify assets most exposed to climate hazards and most critical for the economy and society. 6. Adaptation Assessment: Identify and evaluate adaptation solutions appropriate for the countrys context. 7. Economic/Financial Assessment: Estimate the economic worth of resilience investments and prioritize them. 8.
