Surveillance And Security Systems And Devices – Application Request For Participation: Framework Agreement For Perimeter And Area Surveillance Devices To Services 2025-2029. The Logistics Department Of The Defense Forces (Hereinafter The Procurement Unit) Is Requesting An Application For Participation In The Defense Forces Procurement Framework Agreement For Perimeter And Area Surveillance Equipment And Services 2025-2029. The Object Of The Procurement Is A Framework Agreement, With An Anticipated Value Of Eight (8) Million Euros For The Years 2025-2029. The Procurement Is Described In More Detail In This Participation Application Request And Its Attachments. The Procurement Is Carried Out As A Limited Procurement Procedure Exceeding The Eu Threshold In Accordance With The Act On Public Defense And Security Procurement (1531/2011). Perimeter And Area Surveillance Is Mainly Used In The Storage Areas Of The Defense Forces And In Such Locations Where Perimeter Surveillance Is Deemed Appropriate Based On The Risk Assessment. The Sites Are Located In A Geographically Dispersed Area, So During The Contract Period, The Selected Provider Must Guarantee Geographically Comprehensive Availability Of Design, Installation, Maintenance, And Troubleshooting Services Throughout Finland. The Lengths Of Monitored Fence Lines Vary From One Kilometer To Around 9 Kilometers And There Are Around 40 Sites Around Finland. In Addition, The Implementation Includes Monitoring Of The Vicinity Of The Buildings Within The Monitored Fence Lines And Monitoring Of The Access Openings In The Fence Line. The Procurement Concerns Equipment, Software And Licenses Related To The Implementation Of Perimeter And Area Surveillance, Implementation Planning, Installation And Commissioning Services As Well As Documentation, Training, Maintenance And Troubleshooting. Security Monitoring Of The Defense Forces Sites Is Based On Centralized Security Monitoring. The Procurement Includes Sensors For Perimeter And Area Surveillance, The Alarms From Which Are Brought To The Access Control And Crime Alarm Systems Used By The Defense Forces. The Sensors Alarms Must Be Able To Be Transferred To The Existing Camera Surveillance System As Well. The Defense Forces Use The G-Fence 600 Zoning System. The Future System Must Be Compatible With The Mentioned System And Meet The Absolute Technical Requirements Set By The Tender. In The Target State, The Finnish Defense Forces Have Site-Specific Area Surveillance Integrated Into The National Security Surveillance, Which Can Be Used To Monitor The Defense Forces Areas In All Weather Conditions In Finland. The Selected Supplier Designs, Installs, Implements And Trains Fence Monitoring And Area Monitoring Systems In Accordance With The Requirements Given By The Defense Forces Expert. The Contract Interfaces Of Installation Sites, For Example Regarding Cabling, Are Agreed On A Case-By-Case Basis. The Number Of Final Installation Sites Depends On The Degree Of Completion Of The Construction Sites And The Amount Of Funds Allocated To The Defense Forces In The Coming Years.
