The Subject Of The Performance Of The Public Order Is To Ensure The Provision Of Remote Medical Emergency Services For Adults And Children In The Karlovy Vary Region Via An Online Communication Platform (Hereinafter Also The Service), The Aim Of Which Is To Connect The Patient, I.E. Of A Potential Patient Of An Ambulatory Form Of Health Care With A Health Service Provider. Remote Health Services Are Services Provided Outside A Medical Facility Through Remote Access, Using Information And Telecommunications Technologies Or A Medical Device, The Purpose Of Which Is To Assess The Patients Condition And Set Up An Individual Treatment Procedure. Health Services Provided Remotely Within The So-Called Telemedicine Will Be Available To Residents With Permanent Residence In The Karlovy Vary Region. The Goal Is To Ensure Effective, High-Quality And Easily Accessible Health Consultations, Especially Within Emergency Services. The Service Will Allow Patients To Quickly Consult Their Symptoms And Receive Basic Instructions From A Doctor Via Video Call Or Chat, Especially In Cases Where There Are Less Serious Problems That Need An Immediate Solution. The Service Provider Must Be Able To Provide Not Only A Software Solution, But Also The Provision Of Health Service Providers Who Will Provide Real-Time Remote Health Services Through An Online Communication Platform. The Communication Platform Must Be Accessible 24 Hours A Day, 7 Days A Week, For All Age Categories (Including Children And Adolescents). The Services Will Be Carried Out At A Professional Level By Certified Doctors And Will Include Consultations, Individual Assessment Of Health Status, Determination And Adjustment Of The Treatment Procedure, Setting Of Appropriate Medication, Incl. Issuance Of Medical Report And Electronic Prescription. A Detailed Specification Of The Subject Of The Public Contract And The Required Scope Of The Services Provided Is Annex No. 1 Of This Challenge. Due To The Fact That Residents From The Border Towns And Districts Of The Karlovy Vary Region Often Move To The Territory Of The Federal Republic Of Germany For Work And To Other Countries Of The European Union For Recreation, The Contracting Authority Requires, In The Case Of Prescribing Medication For The Patient, To Always Use An E-Prescription In A Format Accepted By Eu Countries . The Remote Services Provided Will Not Be Used To Provide Urgent Or Acute Health Care (Which Requires The Physical Presence Of The Patient In A Medical Facility) In The Sense Of The Definitions Of These Terms Given In Act No. 372/2011 Coll., On Health Services And Conditions For Their Provision, As Amended. Remote Health Services Must Be Provided In Accordance With All Valid And Effective Legal Regulations Of The Czech Republic, Must Preserve The Ethical And Moral Values ​​Of The Behavior Of Healthcare Workers, And The Protection Of Patients Personal Data Must Be Ensured. The Supplier Is Obliged To Provide Services In Accordance With The Legal Regulations Applicable To The Area Of ​​Digitization In The Healthcare Sector For The Entire Duration Of The Contract.
