We work with local partners in Jordan for a future where everyone can reach their full potential, especially women and young people. We provide essential humanitarian assistance to Syrian refugees as well as vulnerable Jordanians, while promoting longer term sustainable solutions to challenges facing Jordan, with a focus on Climate Justice, Economic Justice, and Gender Justice. Oxfam in Jordan, together with its partner Al Qantara Center for Human Resources Development, is implementing a project called Market for All funded by the Italian Agency for Development Cooperation (AICS) aiming to Support the populations access to income opportunities and to Promote inclusive, dignified and environmentally sustainable socio-economic recovery for vulnerable Jordanians and Syrians in Maan Governorate. The expected results of the project are as follows: R1. Young women and men with high school diplomas, refugees and Jordanians, have greater access to decent employment opportunities in the formal labor market. R2. Micro and small enterprises, social enterprises, self-employment initiatives in the target areas are better able to respond to the specific needs of the local market. R3. Public-private partnerships are supported as a means of creating sustainable and inclusive employment. The tourism and food processing sectors play a vital role in economic development, particularly in fostering job creation and improving livelihoods within communities. Hence, an in-depth understanding of the supply chains, including their structures, challenges, and potential for innovation and growth remains limited. This study seeks to address this gap, focusing on the opportunities and barriers (including formalization) for enterprises to grow along the supply chain while having a positive impact in their communities, as well as on the job opportunities that those sectors are generating and can generate in the future. Purpose The purpose of this research is to map and categorize economic processes within the supply chains of the tourism and food processing sectors in the Maan Governorate. It aims to understand business positioning, identify new opportunities, and explore drivers for inclusion and change, with a specific focus on gender equity and power relations. The study will assess job creation potential for young people, particularly women, while measuring supply chain efficiency, constraints, product quality, and social and environmental standards. Additionally, it will gather information on informal economic activities and employment opportunities, highlighting the challenges that hinder their formalization and contributing to more inclusive and sustainable economic growth. Objectives The primary objectives of the study include a comprehensive mapping and categorization of economic processes within the tourism and food processing supply chains within Maan Governorate (Maan-center/Husayneh-Jafer & WadiMusa,) with a focus on youth and women led Micro and Small enterprises and start-ups. The aforementioned objectives can be further detail as follows: Evaluate Current Supply Chain Structures: Analyze existing supply chain frameworks in both sectors, focusing on key components such as suppliers, logistics, distribution, and customer interactions. Identify Challenges: Assess barriers affecting supply chain performance, including demand variability, coordination issues among stakeholders, and technological gaps. Challenges should also focus on the formality dimension of both sectors Explore Opportunities: Investigate potential areas for improvement and innovation, particularly in sustainable practices and technology integration. Assess Job Creation and Retention Potential: Examine how supply chain dynamics can lead to job creation in both sectors, with an emphasis on roles that empower marginalized groups. Integrate Gender Dimensions: Analyze the impact of gender roles within supply chains, identifying disparities in employment opportunities, wages, working conditions as well as gender aspects linked to entrepreneurship in both sectors Develop Recommendations: Provide actionable insights to enhance supply chain efficiency, resilience, sustainability, and inclusivity. Methodology Conduct qualitative and quantitative research methods including surveys, interviews with key stakeholders, and case studies. Utilize data analytics tools to assess performance metrics such as, customer satisfaction levels, gender-disaggregated employment data as well as market demand projections. Geographical Scope The geographical scope of the analysis will cover Maan Governorate and the communities of Maan-center/Husayneh-Jafer and WadiMusa The consultant/s will work closely with Oxfam and Al Qantara Center for Human Resources Development staff and stakeholders in executing the task. Key Deliverables Inception Report: Outlining the studys approach, methodology, and detailed work plan. Draft Report: Presenting preliminary findings, including mapping of supply chains, constraints, and opportunities identified. Final Report: A comprehensive report incorporating feedback on the draft, with actionable recommendations based on the analysis. The preparation of infographics will be considering an asset Raw and processed data, of both qualitative and quantitative data. Presentation of Findings: Conduct a presentation of the final findings to stakeholders, highlighting key insights and recommended actions, to validate the key findings. This also includes the PPT presentation for the findings workshop Timeline The study is expected to be completed within a timeframe of Two Months starting from the date of contract signing. Timeline: 2 Months Month 1 - Week 1 Inception report submission and approval. Kick-off Meeting: Establish clear goals, objectives, scope, and deliverables of the study. Data Gathering Plan: Develop a comprehensive plan for data collection, including identifying sources, methods, and timelines. Stakeholder Engagement: Identify and engage key stakeholders. Week 2 -3 Data Collection: Execute the data gathering plan using interviews, surveys, and document reviews. Preliminary Analysis: Begin initial analysis of collected data, identifying trends and key findings. Draft Project Plan: Outline the studys methodology, data analysis techniques, and reporting structure. Week 4 Mid-Review: Share preliminary findings and analysis with stakeholders. Refine Project Plan: Incorporate feedback and adjust the project plan based on the mid-review. Month 2 - Week 1 Data Analysis & Interpretation: Conduct in-depth analysis, including statistical and qualitative data interpretation. Draft Report: Begin writing the report, including the executive summary, methodology, findings, and recommendations. Week 2-3 Final Report Review: Thoroughly review the draft report, ensuring clarity and alignment with project objectives. Stakeholder Feedback: Share the draft report with stakeholders for review and feedback. Week 4 Finalize Report: Incorporate feedback and finalize the study report. Presentation & Delivery: Deliver a presentation summarizing the study findings and recommendations. Intellectual Property Rights: All documentation related to the assignment (whether or not in the course of duties) shall remain the sole and exclusive property of Oxfam. Consultant Qualifications The consultant or consultancy firm should have individual/s possessing significant knowledge and experience on aspects of supply and value chain analysis, market assessment, food processing, economics, agribusiness development, tourism or related field Extensive experience in data management and analysis, including data collection tools design, database design, management, and data quality checks. Extensive experience in quantitative, qualitative analysis, and socio-economic analysis supply/value Chain. Excellent reporting skills (written and verbal presentation) Robust experience in applying participatory methods of data collection and validation and in recommending solutions that are context specific and community-adaptive. Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, considering cultural and language difficulties with tact and diplomacy. Strong personal discipline and capacity to respect deadlines, even if under pressure. Ability to communicate effectively in Arabic and English language (oral and written). Understanding the social and economic context of Jordan is essential. Relevant experience in a similar study in Jordan is preferred. Strong understanding of gender equity, diversity, and inclusion issues. Submission Requirement Technical Proposal: Introduction: Introduction of the proposing individual or firm. Overview of relevant experience in the field of the study Methodology: Detailed description of the proposed methodology. Explanation of how the proposed methodology aligns with the objectives outlined in the TOR. Explanation of how intersectional analyses will be applied. Evaluation Team: All members of the consultancy teams must adhere to Oxfams feminist values and principles. Presentation of the qualifications and expertise of the proposed team, highlighting relevant experience in conducting the same exercise, economic related projects and any specific knowledge of the Jordanian context. It is preferable that the evaluation team consists of at least 50% women. Timeline: Clear and realistic timeline outlining key milestones and activities for the entire duration.
