Smart RF Single Phase AC Meter Tamper Proof, Static Meter of Class 1.0, 215 V, 50 Hz, 10 A-60 A conforming to IS-16444: 2015 (Re affirmed 2020) and relevant IEC standards with inbuilt cellular/ inbuilt 865-867 MHz Radio Frequency communication facility with self healing Mesh network with default and on demand display, billing data generation facility, anti-tamper features, Microprocessor and LED/LCD based circuitry. Meter Should support sending the following data : 15 min instantaneous data for voltage, current, power factor, power, cumulative energy and frequency, monthly billing survey for Cumulative Energy and Max Demand to software Meter should have connect / disconnect functionality operable from mdm/billing software and prepaid features would be MDM / Billing end as per IS 15959 part 2. The meter should support open communication protocol DLMSwith the software. 3 Notes for Ser No 1 & 2 :(a) The contractor shall be responsible for removing the existing meter, noting down the reading and depositing it with GE. It shall be possible to integrate meter and DCU of any make as approved by GE with software as being provided.(b) It should be possible to run the meter in both prepaid and postpaid mode(c) The meters would carry 10 year Guarantee.(d) OEM shall share the Authentication / Encryption keys of the meters along with relevant protocol details with GE. Software for the meters to be installed to be comman i.e same DCU software and cloud server.(e) Tentative qty of smart meters and communication instruments is as follows. However, actual quantity shall be worked out by contractor after field survey report and same shall be approved by GE before execution.(i) Single phase RF meter/cellularmeter-815(ii) Three Phase RF meter/cellularmeter-160(iii) DCU/ Gateway- as per technical requirement(iv) Repeater- as per technical requirement(f) The meter cost includes the cost of DCU and repeaters as required.(g) The cost of the cellular meter would include 2 years recurring telecom charges. For RF meters DCU telecom charges during the defect liability period are included in overall cost quoted. 4 (h) All RF meters shall be based on MESH TECHNOLOGY (j) OEM will share meter authentication & encryption passwords for integration with third party software. (k) 2 No. DCU and 01 No. repeater shall be supplied as SPARE within overall cost quoted. (l) DCU shall have folllowing features:-(i) IP-67 protection compatible for remote Automatic Metering Infrastructure (AMI) solution and capable of communicating with the smart energy Meter in the corresponding frequency band and with the data server through GPRS/Ethernet. It would have internal memory to store data of at least 200 modules. It shall have inbuilt battery back-up. It shall support auto discovery of the meters and self healing mechanism for the breaks in the RF network. (ii) It shall be able to configure the communication with underlying nodes / meters(iii) It should be able to pull data at configurable frequency from the nodes / meters. It shall be able to prioritize control commands.(iv) DCU would support on demand data from nodes.(v) DCU would support data transfer via cellular / optical fibre communication. In case of cellular communication, it would support dynamic IP sim from any telecom service provider (minimum 4G and fallback to 2G).(vi) DCU would be able to communicate to the nearest meters directly. For farther meters, it would allow communication through existing meters via mesh or other formation.(m) Bidder shall enter into MOU with any firm, which is AMISP or any other vendors with experience of smart metering infrastructure are also eligible to particpate. Credential shall be verified by CWE before execution of work.(n)Firm supplying smart meter should have BIS licence as per 16444 at the time of supply 5 Supply and Configuration of the Web based Software with following modules:(i) Meter Data Management ModuleThe meter data management module would be responsible for collecting the data from the concentrator and make the data available to the billing system.The meter data management system would capture and provide the following data:(a) 30 min instantaneous data from all the meters for seven parameters – Cumulative Energy, Cumulative Apparent Energy (as applicable), Power, Current, Voltage, Power Factor and Frequency(b) Monthly billing survey data for cumulative energy and max demand(ii) Postpaid /Prepaid Billing ModuleThe billing module would collect the data from the meter data management module, calculate the energy consumption, calculate billing determinant and make energy data / billing data available to admin and end users. The billing module would include functionalities for tariff setup, bill format setup, bill adjustment, occupation billing and vacation billing. It would allow postpaid and prepaid functionality as required.(iii) Occupation and Vacation ModuleThe system would support occupation / vacation and billing reports.The software would be collecting data from DCU. The software would provide access to staff as well as the occupant for the data.(iv) Web site: There would be a dedicated website at two places as decided by GE to view all the data and information. Designated users shall have the admin access to the application. Designated user shall also have the access of the key information on an android mobiles app (for admin use).(v) Customer Portal(vi) During entire duration of contract any malfunction in the software shall be rectified by the contractor within the overall quoted rates. 6 The system would include a customer portal for the resident /occupant to log in and view their own energy / billing data. There would be android and iOS mobile apps for the user to monitor its own data and balance on regular basis.(vi) Energy Accounting ModuleThe system would include features of energy accounting. (vii) Communication ModuleThe system would provide communication of energy data and bills via print, email and sms methods. (viii) Meter Master DataThe system would support meter master data repository. The system would support meter replacement process.(ix) Excel ExportThe system would support export of metering and billing data in excel format. (x)Customer Care Module - The software would include a customer care module where the user shall log in any complaints. The service provider would monitor the complaints and carry out the necessary activities for the complaints resolution.(xi) Meter Installation Module - The software would include an app based meter installation module where the meter installation or changes can be captured on the app itself and the readings may be demonstrated to the user if required on the app itself.(xii) Activities Communication - The software support communication of the various activities such as occupation, vacation, meter change. personal detail change etc. with the user as well as the department on email.(xiii) Integration of different devices of different makes/equipment/software as per functional requirement water charges, furniture charges and licence fees, all as directed. 7 Software Notes: (aa) The software would be hosted on GCC Server. Firm whose GCC server is used shall be approved by GE before execution.(ab) The software would contain two year defect liability including GPRS charges & hosting charges. GCC provider shall be from approved list of vendors from MEITY. During defect liability period and eight year period there after, if firm is removed from approved list of MEITY, system shall be shifted to any other approved vendor without any cost to deptt.(ac) The payment gateway would be integrated with Bank Account details as provided by GE.(ad) The software would enable the features of refund calculation in case of house vacation.(ae) Four different makes of meters (3RF and 01 No. cellular) shall be integrated with same software. Same shall be demonstrated to GE before execution.(af) The software would support other charges such as water charges, license fee, furniture charges and other allied charges.(ag)The software would allow supporting both prepaid and postpaid billing plans. Separate groups can be created for the same.(ah) Broandband charges alongwith telecom charges are included in overall cost quoted. (ai) Note:- Initial broadband intemet connection with suitable data speed as recommended by OEM for both PCS shall be provided by contractor and cost of the same is deemed to be included in the unit rate quoted.(i) All the hardware, OS and application software shall be hardened. (ii) Application, scanning and hardware scanning tools shall be provided to identity vullnerability & security threats. (iii) Data shall be encrypted at system/device/technology level. 8 (iv) While procuring cyber security items testing must be done and the system must be secure by design. (v) Residual information risk shall be calculated by Contractor and same shall be submitted for perusal of cyber audit teams.(vi) Penetration & vulnerability assessment test from certified auditors during Field Acceptance Test (FAT) Site Acceptance Test (SAT) and during Operation and Maintenance period. (vii) Audit of software for smart meter will be done by cert India empanelled firm cert auditor of armed forces. The cost of audit will be borne by the contractor.(viii) Cert Audit of smart metering system at the time of commissioning shall be carried out. Subsequent audit of the system shall be carried out after every three years cost of such audits and rectifications thereof shall be borne by contractor. (ix) The software provided for the smart prepaid meters shall be secure from cyber threats and shall be provided regular security patches and updates including firewall and latest feature updates. 9 Supply of vending station desktop with configuration of i5, 8 GB RAM, 1 TB Hard disk, 19 monitor, Windows 10/11, MS office, wireless keyboard and mouse with UPS and colour printer, CD ROM Read/Write, USB ports etc.Make: HP, Dell, Lenovo 10 Material and labour for concealed sub main wiring with two single core FRLSH PVC insulated unsheathed copperconductor cable 6 sqmm drawn in and including rigid non metallic PVC medium grade 25 mm dia concealed conduit with accessories on wall or ceiling with one additonal PVC insulated, stranded copper conductor FRLSH of 6 sqmm, greencolour for earth continuity conductor including taking down old unserviceable sub main wiring and making good thedistrurbed surface for connection of meter from DB complete all as specified and directed. Note: 3 run of cable and 1 run of conduit shall be measured as 1 unit. (ii) The quoted rates shall be deemed to be inclusive for cutting chases in wall/pillars/columns etc. of any description for concealing the conduits to required depth & making good the disturbed surface in cement mortar 1:4 including finishing the surface to match with the existing surface. The portion of sub main wiring at ceiling shall be in surface conduit fixed on ceiling surface with using necessary accessories/fittings. 11 Material and labour for concealed sub main wiring with four single core FRLSH PVC insulated unsheathed copperconductor cable 6 sqmm drawn in and including rigid non metallic PVC medium grade 32 mm dia concealed conduitwith accessories on wall or ceiling with one additonal PVC insulated, stranded copper conductor FRLSH of 6 sqmm,greencolour for earth continuity conductor including taking down old unserviceable sub main wiring and making good the distrurbed surface for connection of meter from DB complete all as specified and directed. It shall be made from polycarbonate with glass fibre reinforced material.(c) Degree of protection for mechnical load shall be IK08 as per EN50298. (d) Box should be fire retardant and self extinguishing. It shall have internally embedded extruded silicon gasket.(e) Any make as per specification given can be supplied.(f) Clamp for fixing of Box shall be of SS-304. Screws to be used shall also be of SS-304. 13 M&L for three phase polycarbonate meter box for fixing of new prepaid meter alongwith all fixing accessories including fixing the box in wall front opening door alongwith locking system all as specified and as directed.Note:-(a) Box size should be suitable for item described at SrNo. 2.(b) Box shall be suitable for IP-65 protection. It shall be made from polycarbonate with glass fibre reinforced material.(c) Degree of protection for mechnical load shall be IK08 as per EN50298.(d) Box should be fire retardant and self extinguishing. It shall have internally embedded extruded silicon gasket. (e) Color code of Box shall be as per Ral 9011/7035.(f) Any make as per specification given can be supplied.(g) Clamp for fixing of Box shall be of SS-304. Screws to be used shall also be of SS-304. 14 PHASE-II (DEFECT LIABILITY PERIOD OF TWO YEARS) 15 Comprehensive Maintenance including operating during defect liability period for AMI System. This include the following items:(a) Monthly sim charges for the DCU/ meters. The contractor would ensure supply of appropriate SIMs to ensure necessary signal availability. The contractor would change the sim or sim provider as required. In case of network issues, the contractor would liaise with telecom service providers for necessary resolution.(b) Recurring SMS charges. The SMS would be issued for the payments alerts, low balance alerts and disconnection / connection alerts.(c) This would include necessary upgradations in the software such as support to the chrome browser changes, android version changes , iOS version changes. These changes happen on frequent basis and the software would support all the changes.(d) Changes in the tariff structure. The tariff structure changes may require software upgradation. The same would be included in the AMC scope of work.(e) Remote server admin support - Ensuring adequate database back up, upgradations in the operating system, anti virus updates, database upgrade etc.(f) Reports Development - The additional reports as needed for the success of the project would be developed(g) Software installation on any alternate / backup server if required(h) The communication network monitoring and support(i) Configuration of the repaired / replaced hardware in the system(j) Trouble shooting and necessary actions to run the system as required.(k) Software bug fixing as and when required. (l) Broandband charges alongwith telecom charges may be included quotedby the contractor within overall cost.(m) One skilled person well equipped with knowledge of complete system per day including holidays. 16 For 2 years i.e. for 1st 11 months (01 to 11 months) 17 For 2 years i.e. for 2nd 11 months (12 to 22 months) 18 For 2 years i.e. for 3rd 02 months (23 to 24 months) 19 PHASE III (PERIOD OF EIGHT YEARS AFTER DEFECT LIABILITY PERIOD) 20 Eight year comprehensive maintenance including operating costs after two years of defect liability period for AMI System. This would include the following items:(a) Monthly sim charges for the DCU/ meters. The contractor would ensure supply of appropriate SIMs to ensure necessary single availability. The contractor would change the sim or sim provider as required. In case of network issues, the contractor would liaison with the telecom service providers for necessary resolution.(b) Recurring SMS charges.
