Nov 2024 Intervention Sector(s): Safety and Security Remuneration range: 2000 to 3000 (USD) Duration of Contract: 21 working days over 3-4 months The insufficient education and awareness on Internet safety and protection against electronic harassment in the community and among the youth is alarming and requires combining efforts of the community and families along with institutions and organizations, to protect the youth and the most vulnerable persons. The existing vulnerabilities in the targeted areas resulting in deteriorating living conditions are also increasing the lack of awareness of vulnerable persons. This is reflected in more reported illegal actions, violence, gender/age/nationality based discrimination, crimes etc. The recent Tiktok scandal brought attention to the cyberbullying and cyber crimes due to the irresponsible use of technologies and parenting which indicates that the most vulnerable communities are the ones most exposed to exploitation and cybercrimes. Impossible is partnering with PCPM under the LHF-funded project to address unmet multi-sectoral needs in Wadi Khaled, Jered El Qaytaa and Sahel Akkar focusing on the most vulnerable populations, children and their caregivers. As part of this project, Im Possible will implement targeted awareness campaigns for direct beneficiaries, youth, and community members. These sessions, led by experts, will cover a range of topics including protection from violence, Protection from Sexual Exploitation and Abuse (PSEA), cybersecurity, and drug prevention. By fostering a supportive environment and providing targeted education and resources, this project will empower youth, the elderly, and PWSN in Akkar to build resilience against community challenges and lay the foundation for a more secure and prosperous future. Purpose of assignment: Many individuals, especially those from marginalized groups, youth, elderly persons, and persons with disabilities, are unaware of the dangers of cybercrimes, including phishing attacks, identity theft, online harassment, and the manipulation of personal data. These issues can result in serious consequences such as financial loss, psychological harm, and exploitation. To address these protection issues, ImPossible in cooperation with PCPM will implement a cybersecurity awareness campaign with the purpose of increasing awareness on internet safety, protecting against phishing and cyberbullying. This will be carried out through informative sessions and community engagement led by a Cybersecurity and Protection Against Phishing Expert. Key Responsibilities Prepare and design sessions on the topics of cybersecurity, phishing prevention, fraud (fake links, fake NGO and services), online harassment, secure use of social media for youth and PwD to support them on key digital safety skills. The session will address protection against phishing attacks, cyberbullying and various forms of internet exploitation as well as personal data protection and safe internet use. Develop a full sessions package, based on needs, gaps and priorities, including PowerPoint presentation, handouts, exercises and tools. The developed materials will be adapted by the expert to the audience group (youth, older persons, PwD, caregivers) ensuring they are context-specific. Prepare a detailed methodology and work plan indicating how the objectives of the project will be achieved to promote safe and responsible use of technology among vulnerable groups (especially those most at risk of exploitation and online abuse). Facilitate discussions and encourage participant engagement on data protection and digital privacy. Cooperate with Im Possible team to improve session content and delivery methods. Cooperation with Protection Sector Ensure the session content is aligned with the Protection guidelines and unified messaging. Support the ImPossible team in tailoring the message to the unique needs of elderly and PwSN. Reporting The Expert will report to the Protection Officer and Project Coordinator at ImPossible, in coordination with the PCPM Protection Officer and Project Coordinator and the Protection sector. Regular updates and progress reports will be shared to ensure alignment with overall project objectives. Deliverables: Submit a curriculum for the awareness sessions, tailored to the target groups. The curriculum should incorporate protection-related issues, multisectoral messages, and inclusive approaches for elderly and PwSN on the following topics: - Recognizing and avoiding phishing attempts and online scams. - Protecting personal data and maintaining digital privacy. - Understanding cyberbullying, electronic harassment, and how to respond or report to relevant authorities. - Promoting safe online behaviors and building a safe environment. Submit a methodology outlining the process and approach for delivering the sessions, with clear objectives, learning outcomes, and strategies for engagement. Develop presentations and training materials, incl. brochures, and interactive activities, ensuring that they are tailored to the specific needs of the targeted groups. Provide daily updates to the protection and project officer on project progress against work plan. Document and share lessons learned with the Im Possible staff. Submit a final report summarizing the work completed, detailing challenges faced, and offering recommendations for future improvements. Geographical location of the project Selected villages in Wadi Khaled, Jered Al Qayteh, and Sahel Akkar unions of municipalities in Akkar. Duration of the consultancy A total of 21 working days over 3-4 months between December 2024 and March 2025, including 18 days for the awareness sessions implementations and 3 days for curriculum preparation and reporting. Qualifications Minimum 4 years of experience working with the network or host-based threat detection technology. Proven experience (minimum 3 assignments) in developing training programs on cybersecurity awareness, phishing prevention, data privacy, and online harassment. Candidates with a degree in Cybersecurity, Information Technology, Digital Safety, Journalism or related field will be prioritized. Certifications or ToT in Cybersecurity is a plus. Knowledge of networking technologies and protocols is required. Familiarity with security technologies including vulnerability scanning, firewalls, and log analysis, host-based detection tools, security event and incident management, antivirus, network packet analyzers, malware analysis and forensics tools. Familiarity with the cyber threats in the specific area of intervention. Ability to engage diverse audiences and adapt materials to different learning styles. Proven interpersonal and communication skills and the ability to work with diverse teams and partners Ability to deliver on tight time frames and meet deadlines within agreed budgets. Critical thinking and problem-solving abilities. Experience in designing and facilitating training programs and awareness campaigns on inclusive practices for different audiences. Proficiency in creating digital content (e.g., videos, infographics, online tutorials) and experience using social media to promote online safety.
