Road Transport Services – Procurement Of Services Supporting Mobility - Passenger Transport And Ride Sharing (Shl, Vpl, Ehl). The Ostrobothnia Welfare Region (Client) Requests Offers For The Organization Of Personal Transport Services In Accordance With The Disability Services Act, The Social Care Act And The Special Care Act. The Welfare Area Is Looking For An Overall Solution, Where The Service Provider Is Responsible For Both Forwarding And Carrying Out Transport In The Entire Welfare Area 24/7/365. The Service Includes Receiving Travel Orders, Combining Trips, Forwarding Travel Orders, Organizing Transportation Services, And Monitoring The Implementation Of The Service Process And Reporting To The Customer. The Service Is Produced Bilingually In Finnish And Swedish. More Detailed Service Description In Appendix 1. Based On The Procurement Procedure, Two Service Providers Are Selected To Implement The Services Needed By The Customer. The Aim Of The Transport Services Is To Promote Independent Performance, Equality And Activity Opportunities For Persons With Severe Disabilities. The Starting Point Is That Disabled People Have Similar, Equal Opportunities For Movement As Other Municipal Residents. The Minimum Requirements Set For The Service And The Suitability Requirements Set For The Service Provider Can Be Found In The Request For Tenders And Its Attachments. Please Read The Tender Request And Its Attachments Carefully. An Offer Is A Promise To Organize A Service In Accordance With The Requirements And Conditions Of The Request For An Offer. Service Providers Can Make Use Of Subcontracting Or Other Cooperation Arrangements In The Implementation Of Services. Service Providers, As Parties To The Contract, Are, However, Responsible For Ensuring That All Parties Involved In Providing The Service Are Aware Of The Requirements Set For The Service, And That These Are Met. In 2023, A Total Of Approx. 116,000 Trips Have Been Made (Vpl, Shl). The Welfare Area Does Not Commit To Any Procurement Amounts. The Two Most Economically Advantageous Offers Are Selected From The Offers. In Terms Of Overall Economy, The Offer That Is The Cheapest In Terms Of The Procurement Unit Is The Most Economical. Quality Is Taken Into Account In The Minimum And Suitability Requirements Set For The Service And The Service Provider. The Length Of The Actual Contract Period Is Three (3) Years; 1.4.2025-31.3.2028. The Acquisition Also Includes The Possibility Of Two Option Years 1 + 1. The Decision To Implement The Options Is Made In Good Time Before The End Of The Contract Period.
