Expression Of Interest Are Invited For South Africa - Development Of Framework And Guidelines For Managing Fccls And Unsolicited Proposals Description: The World Bank Is Providing Technical Assistance To The Government Of South Africa Under The Effective And Sustainable Fiscal And Urban Financing And Strengthened Governance Project, And The National Treasury Intends To Apply Part Of The Proceeds Under This Project To Engage The Services Of An Experienced Firm To Undertake The Following In Pursuit Of Some Of The Objectives Under The Technical Assistance Program1. The Design Of A Framework Comprising Tools, Methodologies, Guidelines, Application Manuals, And Practice Notes, For The Management Of Fiscal Commitments And Contingent Liabilities Arising From Public Private Partnerships Projects; 2. The Design Of Guidelines, Procedures And Governance Value Chain, Together With Enabler Practice Templates, For The Management And Implementation Of Unsolicited Ppp Project Proposals, As Regulated Under Sa Laws. Both Frameworks/Guidelines Will Be Developed In Accordance With The Requirements Of The Detailed Terms Of Reference Provided For This Assignment, And Will Need To Be Anchored On South Africas Laws Regulating Public Private Partnerships At The National, Provincial And Soe Spheres, As Amended Up To 2024.
