Tenders Are Invited For Car Park Building Construction Work – Concession For The Design, Construction, Financing, Operation And Maintenance Of A Parking Garage In Štrkovec
Car Park Building Construction Work – Concession For The Design, Construction, Financing, Operation And Maintenance Of A Parking Garage In Štrkovec. The Intention Of The Public Contracting Authority (Rrs) Is To Identify A Suitable Method Of Design, Construction And Operation Of A Parking Garage With Civic Amenities In Štrkovec Through The Ppp Model. The Project Is Supposed To Satisfy The Real Needs Of The Population In The City District. The Rrs Aims To Provide Accessible Parking To The Public, Especially To Make The Area Of Lake Štrkovec More Attractive By Providing Commercial, Possibly Public-Beneficial, Sports And Cultural Services That Will Be Possible To Implement In The Building Of The Parking Building, Such As A Fitness Center, Yoga, Wellness, Etc. The Project Will Be The First Project Of A Parking Garage In The City District, In The Implementation Of Which The Form Of Ppp Will Be Used. The Result Of The Project Is To Be A New Attractive Space Serving The City District And Its Wider Surroundings. From A Short- And Medium-Term Point Of View, Rrs Does Not Expect Any Additional Funding To Be Used For The Construction And Operation Of The New Parking Garage In Štrkovec. For This Reason, Rrs Developed A Feasibility Study With The Aim Of Analyzing The Possibilities Of Improving The Current Parking Situation And Determining The Preferred Option With The Greatest Possible Benefit At The Lowest Possible Expenses For Rrs And The Borough. The Private Partner Should: - Bear The Usual Risks Associated With The Structure Of Pfi Models (Risks Associated With The Construction And Operation Of Buildings And Facilities) As Well As Risks Related To Demand And Service Provision, - Have Relevant Experience In Providing Services In The Field Of Parking Lot Operations, - Have Relevant Experience With Planning And Ensuring The Construction Of Parking Spaces, - Meet Other Criteria (Financial And Economic Situation, Personal Status, Etc.). Rrs Decided To Use The Concession Dialogue Procedure For The Assignment Of The Project In Accordance With § 103 Of The Public Procurement Act, While Appropriately Applying The Provisions On Competitive Dialogue According To § 74 To 77 Of The Public Procurement Act. The Dialogue Phase Begins With An Invitation To Participate In The Dialogue Sent To The Tenderer. It Is Envisaged That The Dialogue Will Include A Series Of Meetings Based On The Preliminary Proposals For Solutions Submitted By The Bidders In Response To The Information Document, On Other Submissions Made During The Dialogue And Will Lead To The Submission Of A Tender As Further Described In The Information Document. The Rrs Intends To Continue The Dialogue Until It Is In A Position To Propose A Single Solution That Is Optimal In Terms Of Meeting The Goals And Requirements Of The Rrs. During The Rrs Dialogue: A) Will Discuss The Technical Aspects Of The Project, B) Will Discuss The Financial And Business Aspects Of The Project, C) Will Discuss The Legal Aspects Of The Project, Including The Basic Conditions Of The Concession Agreement (Hot) And The Draft Concession Agreement, Other Key Documents And The Draft To Share The Risk With Bidders, D) Ensure Equal Treatment Of Bidders And, In Particular, Not Provide Information In A Discriminatory Manner, Whereby One Bidder Would Gain An Advantage Over Other Bidders, And E) Not Provide Other Bidders With Proposed Solutions Or Confidential Information
