The Client Needs To Enter Into Two (2) Parallel Framework Agreements With Up To Five (5) Suppliers In Total For Renting Accommodation Of A Temporary Nature To Homeless Adults With Drug Problems In Sandnes Municipality Cf. Social Services Act §27. Renting Is Only Relevant When The Municipalitys Own Offer Is Unavailable. In This Context, Temporary Accommodation Means Commercial Activities Such As Hotels, Boarding Houses, Hospices, Camping Cabins And The Like That Rent Out Rooms When The Property Is Regulated For The Purpose. Agreements Will Be Entered Into For 8 Fixed-Paid Places Per Year, In Addition To Places That Are Rented On A 24-Hour Basis As Needed For Part Assignment A. Agreements Will Be Entered Into For 5 Fixed-Paid Places Per Year, In Addition To Places That Are Rented On A 24-Hour Basis As Needed For Part Assignment B. Suppliers Who Get An Agreement On Fixed Spaces Will Be Paid Regardless Of Whether The Space Is In Use Or Not, According To Daily Prices. The Spaces Cannot Be Rented Out To Others. The Suppliers Who Get An Agreement As Needed Are Only Paid When The Offered Space Is In Use By The Client. The Client Reserves The Right To Consider Reducing The Number Of Permanent Places Per Year, If The Need Is Reduced Before The Start Of A New Option Year. Partial Agreement A Is Limited For: Users With Moderate Drug And Mental Health Challenges Who Need Supervision. Including Users With Moderate Substance Abuse Problems Who May Be Awaiting Treatment. The Purpose Of The Inspection Is To Create A Safe Framework For The Users Around The Housing Situation. By Supervision Is Therefore Meant Round-The-Clock Staffing And To See The Users Regularly. Partial Agreement B Is Limited For: Users With Known Substance Abuse Problems Who Need Round-The-Clock Staffing. Including Users Who Are Actively Intoxicating And Who Do Not Want To Start Treatment Or Where Treatment Is Not Applicable For Other Reasons. And Users With Known Substance Abuse Problems And Challenging/Acting Out Behaviour. Aimed At Users Who Are Actively Intoxicated And Who, Due To Their Behaviour, Need More Protection Or Increased Supervision, For The Sake Of Themselves And Others
