Organization: CAPS The Psychosocial Care Center Corporation seeks to enhance the capacities of individuals, social organizations and communities that allow the reconstruction of vital projects at the individual, family and collective level from a perspective of enforceability of rights. CAPS is a Colombian non-governmental organization created in 2002 that specializes in psychosocial care, accompaniment and training from a comprehensive perspective. CAPS provides psychosocial care individual and collective to people and social organizations with psychosocial effects derived from the socio-political conflict in Colombia. CAPS is an active part of national and international platforms that fight against torture. Purpose and scope With the support of the "Helping Survivors Heal" project of the Center for Victims of Torture, the Psychosocial Care Center Corporation is in the process of expanding and developing its way of monitoring activities carried out such as psychologist and medical consultations, group therapies, training workshops and self-care. CAPS requires quantitative and qualitative evaluation of its action and use the information collected to improve its learning and systematization process. To this end, CAPS seeks to involve an expert in the field of evaluation, monitoring and learning who also has relevant experience in contexts and populations similar to those with which CAPS develops its action. This expert will evaluate the existing monitoring processes, propose improvements, design a database adjusted to the needs, train in its management and way of making reports and generate a proposal regarding the way to provide feedback on the practice based on the analysis of the information obtained, including a follow-up of the quality of the database. It will also consider computer security to ensure that the stored data remains protected. This consultant person is expected to provide training and consultations in person as well as remotely. This work may require the consultant to have a face-to-face visit at the CAPS offices (from 1 to 6 months) or periodic face-to-face visits for a longer period. In addition, the consultant is expected to make an interactive manual or guide (a step-by-step document with images and video) that allows them to know how to use the database and that trains the CAPS team in it to contribute to the institutionalization of learning. Job Description Conduct an assessment consultation with the CAPS team to gain an in-depth understanding of the context and its population, risk, and vulnerabilities, as well as CAPSs guidance and theoretical approach. Carry out an evaluation of the monitoring, evaluation and learning processes developed by CAPS and present a report condensing the necessary changes and adjustments to be made. Work on carrying out the necessary activities based on a schedule that takes into account the spaces and way of working of CAPS for the planning and distribution of the relevant activities. Carry out a pilot test of the database implementation to evaluate the results and learning. Evaluate the digital and/or written tools available that collect information about the psychosocial work carried out, and modify or create other tools that make the processes more systematic. Constantly provide feedback to the team in the phases of the process. Conduct a final evaluation of the MEA process after three months of implementation. This is expected to be an ongoing process, involving CAPS staff and CVTs MEA advisor. Experience required: Minimum experience of 5 years of working with non-governmental organizations or social organizations in the implementation of monitoring, evaluation and learning processes. Experience in the creation and programming of databases containing information on health issues. Demonstrated experience in the development of didactic materials and training of work teams for the management of databases, use of formats, data analysis. Experience in database consolidation with digital security in mind. Experience working in intercultural environments, developing gender and social inclusion issues. Training in systems engineering and/or expertise in database programming. Training in the use of digital tools such as QR codes, Microsoft office or other computer programs. Proficiency in the Spanish language. Preferred Experience: Knowledge of the theory of change and experience in its application in organizations. Knowledge of cybersecurity and implementation of tools for data management and protection. **Location and travel required:**This work will be carried out mainly in person in Bogotá-Colombia, although it may include periods of remote work.
