Tenders are invited for Climate Risk and Vulnerability Assessments (CRVA), Preparing Concept Notes and Pre-Feasibility Studies for Adaptation Priorities in Vanuatu. SCOPE OF WORK: The Consultant will be responsible for conducting Climate Risk and Vulnerability Assessments, developing climate risk map, two concept note and pre-feasibilities and other associated works as well as organizing validation workshops and facilitating stakeholder engagement. The scope of work includes the following activities (These activities are aligned with the Log frame as attached Annexure-I of this TOR): Task 1: Climate Risk and Vulnerability Assessment (CRVA) Activity 1.1: Review and Gap Analysis of Existing Data 1.1.1 Data Compilation: Gather and compile existing climate-related data from past assessments (e.g., Van-KIRAP project, IPCC reports, and other national assessments). 1.1.2 Gap Identification: Identify data gaps, including missing or outdated information, and provide recommendations to fill these gaps. The consultant shall also identify the need for new data collection if necessary to strengthen the CRVA. 1.1.3 Methodology Development: Develop and validate a gender-sensitive CRVA methodology for each sector, ensuring that all vulnerable groups are adequately represented in line with the GGGI guidelines on the CRVA for NAPs. Activity 1.2: Sectoral Climate Risk Assessments 1.2.1 Sector Identification: Conduct assessments across key sectors (agriculture, water, infrastructure, tourism, and ecosystems) and evaluate their vulnerabilities to climate change using updated climate change scenarios. 1.2.2 Socio-Economic Dimensions: Assess the socio-economic dimensions of vulnerability, including poverty, livelihoods, health, and migration patterns, to ensure a multi-dimensional understanding of risk. 1.2.3 Gender Analysis: Ensure all assessments are gender-sensitive by identifying how risks affect men, women, and other vulnerable groups differently. Develop a gender sensitivity matrix to inform adaptation solutions. Activity 1.3: Development of Climate Risk Maps 1.3.1 Climate Risk Mapping: Develop risk maps for all five sectors, incorporating socio-economic, environmental, and infrastructural data. The maps should include spatial layers to represent various risks and vulnerabilities. 1.3.2 Stakeholder Workshops for Validation: Facilitate workshops with stakeholders in each sector to review and validate the climate risk maps. Ensure that the validation process captures community-specific insights and locally available traditional knowledge. 1.3.3 Online Dissemination: Upload validated climate risk maps to the National Advisory Board (NAB) portal, making them available for stakeholders, including communities, to access and use for adaptation planning. Task 2: Development of Concept Notes for Adaptation Priority Actions Activity 2.1: Concept Note Formulation 2.1.1 Alignment with GCF Requirements: Develop two adaptation concept notes that align with GCF standards, ensuring they are gender-responsive and focus on priority adaptation actions from the NAP and Provincial Adaptation Plans (PAPs). 2.1.2 Stakeholder Engagement: Engage key stakeholders, including government departments, community leaders, private sector entities, and NGOs, during the formulation process. Ensure inclusivity in identifying priority actions. 2.1.3 Co-Benefit Analysis: Conduct a co-benefit analysis for each proposed adaptation intervention to illustrate how the project contributes to multiple sustainable development goals (SDGs), focusing on social, economic, and environmental benefits. Activity 2.2: Submission and Support 2.2.1 Facilitation of NAB Approval Process: Develop presentations for the National Advisory Board to facilitate approval. Address comments from NAB and its technical working groups in at least two rounds of feedback. 2.2.2 NDA Coordination: Coordinate with the National Designated Authority (NDA) to facilitate submission of the concept notes to GCF or accredited entities. Task 3: Pre-Feasibility Studies for Adaptation Priority Actions Activity 3.1: Technical, Social, and Environmental Feasibility 3.1.1 Comprehensive Feasibility Analysis: Conduct technical, financial, social, and environmental feasibility studies for two prioritized adaptation themes. Ensure the pre-feasibility studies address climate risks, stakeholder perspectives, and ecosystem-based adaptation options. 3.1.2 Community-Level Implications: Assess the implications of adaptation actions at the community level, specifically evaluating the feasibility of implementation and the long-term sustainability of proposed interventions. Activity 3.2: Submission and Presentation 3.2.1 Stakeholder Engagement: Develop briefing notes and presentations for stakeholders, including the GGGI and Vanuatu government, to ensure alignment and buy-in for the pre-feasibility studies. 3.2.2 Submission to NAB Portal: Submit the finalized pre-feasibility reports, including cost estimations, timelines, and risk management strategies. Facilitate a validation workshop to address stakeholder queries and ensure the document is ready for funding proposal development. Task 4: Quality Assurance and Capacity Building Activity 4.1: Quality Assurance 4.1.1 Independent Review: Engage an independent reviewer to ensure all deliverables meet high-quality standards and are aligned with national climate adaptation priorities. 4.1.2 Revision and Improvement: Incorporate feedback from the independent review to refine the CRVA, risk maps, concept notes, and feasibility studies. Activity 4.2: Capacity Building 4.2.1 Stakeholder Training: Develop a training module for stakeholders on using risk maps and implementing adaptation interventions. Facilitate training sessions to build local capacity for interpreting CRVA outputs and utilizing NAPs.
