Closing Date: 16 Oct 2024 Type: Consultancy Terms of Reference (TOR) for ORGANIZATIONAL DEVELOPMENT-LEADERSHIP & GOVERNANCE Who is the Danish Refugee Council DRC has been present in Kenya since 2005 working with the displaced, offering support in areas of protection, livelihoods and armed violence reduction. The areas of operation include Dadaab and Kakuma refugee camps (including Kalobeyei Integrated Settlement), as well as with urban refugees in Nairobi and Mandera. DRC provides protection and life-saving humanitarian assistance; supports displaced persons in becoming self-reliant and included into hosting societies; and works with civil society and responsible authorities to promote protection of rights and peaceful coexistence. Rights Organization for Advocacy and Development (ROAD) Rights Organization for Advocacy and Development (ROAD) is an indigenous, women-founded, community rooted organization operating in the Northern Frontier counties with headquarters in Garissa County. Founded by women in ASAL and registered by the NGO coordination board in 2009, it seeks to ensure resilience and developments mirroring the needs of the population are evidence-based, gendered and disability mainstreamed. Currently, ROAD is operational in all sub-counties that constitute Garissa county - Lagdera, Hulugho, Ijara, Dadaab, Balambala and Garissa township. In Mandera county we are operational in El-walk and Banisa sub-county with operational office in El Wak. ROAD has its main Offices in Garissa, Kenya and Kismayo, Jubaland state Somalia with sub-offices across Somalia and Kenya. Its mission is to alleviate poverty and suffering among vulnerable communities by addressing root causes as well as to provide emergency relief.implementation. The intent has been more on ensuring donor project deliverables are met and not necessarily to achieve localisation commitments as envisaged under the Grand Bargain. Nomadic Assistance for Peace & Development -NAPAD NAPAD is a non-Governmental development organization that operates on a non-profit basis with principles and philosophy aimed at effective and sustainable community transformation. NAPAD works with local communities and their organizations to ensure that vulnerable and poverty-stricken people in the county particularly the pastoral and ago-pastoral communities, can enjoy peace, quality living conditions, and sustainable development A group of former UN and International NGO workers with a similar vision and passion saw the need to dedicate themselves to supporting underprivileged local Somali communities to help them achieve social and economic development. The organization was initially registered with the Ministry of Culture and Social Services in Kenya as a community-based Organization (CBO) in 2004 but later changed its legal status to a Local Non-Governmental Organization (LNGO) in 2009 with the NGO Coordination Board of Kenya. NAPAD has offices in Mandera County and a liaison office in Nairobi. It also registered in Somalia (2006) and in Ethiopia (2021), to serve the vulnerable Somali communities residing in the Mandera triangle. Merti Integrated Development programme (MID-P) MID-P is a local NGO with over 20-year experience working in Isiolo County in the development and humanitarian sector. MID-P was formed when Action Aid Kenya (AAK) phased out its Merti Development Area programme in the year 2000. Its mandate was to coordinate self improvement actions by various community-based groups in Merti initially supported by AAK. As part of its growth plan MID-P was registered as a national NGO in 2003 with NGO coordination bureau. From 2005 it attracted funding from other donors notably International Institute of Rural Reconstruction (IIRR) and Cordaid. Since its establishment, MID-P has developed a strong and robust regional outlook built over the last 18 years on a foundation of trust and community-driven development approaches. MID-P works through strategic and carefully selected partnerships throughout the Isiolo County and works closely with the County government and various National government departments and agencies. MID-Ps strategic niche is premised on promoting a model that enhances growth and sustainability of communities through their strong engagement in owning and driving their development efforts, capacity development, community participation and local resource mobilization Foundation for Health and Social Economic Development Africa Foundation for Health and Social Economic Development (HESED) Africa is a not-for-profit organization registered with the NGO Council in Kenya. The organization is headquartered in Nairobi, Kenya and has a vision to contribute to a society with access to all basic right and a mission to enhance livelihoods of vulnerable communities through development of health, social and economic capacities. The top most decision-making organ in HESED is the Board. The board members consist of medical doctors; social scientists; human resources; micro-enterprises; and monitoring and evaluation specialists. The organization was started with the main aim of supporting refugee integration and tackling related challenges, with a focus on children, women, and youth. This focus extends to the relationship of these groups to areas of health, economic and social empowerment while incorporating cross-cutting issues such as HIV/AIDS, human rights, gender, gender-based violence and peace building. HESED Africa works in the following geographical areas: Nairobi, Kisumu and North Eastern Province - ASAL Regions Garissa and Dadaab, Naivasha, Budalangi and Nyandarua. We work closely with several partners, including governmental bodies (Ministry of Health), other NGOS, religious groups, and other community organizations. Solidarity Initiative for Refugees (SIR) Solidarity Initiative for Refugees is a refugee-led organization founded in 2016 by a group of young refugees with the purpose of leveraging technology to equip refugees and locals in Kakuma with the skills and tools they need to build a better future for themselves and become economically self-sustained. The organization uses digital learning approaches to empower youth in Kakuma by providing them with access to education and dignified livelihood opportunities. The mission of SIR is to support youth (both men and women equally) back to the path of regaining what insecurity, discrimination, war, and disaster took away from them. Solidarity Initiative for Refugees has its main office in Kakuma Refugee camp. Purpose of the consultancy DRC through its strategic partners (Foundation for Health & Social Economic Development Africa, Nomadic Assistance for Peace and Development -NAPAD, Merti Integrated Development Programme (MID-P), Rights Organization for Advocacy and Development & Solidarity Initiative For Refugees) is looking to hire a consultant to support the five partner organizations boards on organisational growth with a particular focus on strengthening their leadership and management capacity. Background DRC with support from DANIDA SPA funding, is investing in the development of a replicable model for supporting the sustainability of equitable and strategic partners over a 4 year timeframe (2022-2025). This model embodies building self-sustaining local leadership and response capacities of civil society Organizations and recognition that sustainability is maximized by investing in our partners in the areas of organizational development, flexible funding, linkages to institutional and other donors, and planned responsible exit or transition strategies. This investment will culminate in a replicable DRC model for supporting the sustainability of equitable and strategic civil society partners by investing in resource development on how to and documenting learning coming out of the participating country programs. Objective of the consultancy The organisational development consultant will provide guidance, share expertise to support capacity of the board to solve organisational issues and build a resilient organisation. Scope of work and Methodology To meet the above-mentioned objectives, the consultant shall undertake the following : Review the board capacity, procedures, policies, compliance, and management as a whole to determine what is working, what can be changed or improved, and to introduce strategies to do so Develop or review the exisiting board charter to make it fit for purpose Assess the operating model of the current board, identify ways/changes to improve governance, review existing structure and suggest restructure needs, examine and redesign organisational processes to become more effective and efficient Train or coach the board members to develop skills that may be required to lead and manage the organization, The Consultant will be required to prepare a detailed methodology and work plan indicating how the objectives of the assignment will be achieved, and the support required from the strategic partners. Deliverables The Consultant will submit the following deliverables: 50% payment Inception report 50% upon submission of final training report and reviewed/developed board charter for each partner The Consultant will provide the deliverable documentation via email Duration, timeline, and payment The consultant is expected to estimate the total expected duration to complete the assignment and the associated cost. The consultant to separate the estimated logistical/operational and technical costs for the assignment The assignment should start as soon as possible and be completed within a maximum of a 2-month period of time once the contract is awarded.
