The City Of Hämeenlinna Is Asking For Your Offer From An External Service Provider To Organize The Temporary Care Of Dogs And Cats Found Loose And Caught In The Area, As Well As Other Small-Sized Companion And Hobby Animals (Found Animals) (Act On Animal Welfare § 26 And § 27). At The Place Of Recovery, It Is Necessary To Check Whether The Found Animal Has An Identification Mark Or Other Identification And To Take Reasonable Steps To Notify The Animals Owner Or Other Keeper Of The Recovery. If The Animals Owner Or Keeper Is Not Known, The Notification Of The Animals Seizure And Identification Must Be Published On The Website Of The Seizure Location. A Sick Or Injured Animal Must Be Provided Without Delay With The First Aid And Other Reasonable And Appropriate Treatment It Needs To Treat The Illness Or Injury. The Service Provider Is Required To Make A Written Notification To The Regional Administrative Agency About The Professional Or Otherwise Large-Scale Keeping Of Companion And Hobby Animals; Or An Explanation Of Why The Service Provider Is Not Obliged To Make A Written Notification To The Regional Administrative Agency. The Service Provider Must Have A Designated Responsible Person Who Is Obliged To Ensure That The Recovery Site Is Maintained In Accordance With The Requirements For It. The Responsible Person Must Be An Adult And Reliable Person Who Is Not Bankrupt And Whose Ability To Act Is Not Limited. The Service Provider Must Have Sufficient Skills To Properly Care For The Animal. The Service Provider Must Have Suitable Training Or Sufficient Qualifications Achieved By Other Means To Perform Their Tasks; And Care Must Be Taken To Ensure That There Are A Sufficient Number Of Qualified Animal Handlers Taking Care Of The Animals. The Service Provider Must Give Instructions And Guidance To The People Involved In The Care And Handling Of Animals On The Proper Care Of Animals. In 2023, There Were 66 Found Animals, Of Which 52 Were Cats, 12 Were Dogs And 2 Were Other Small Animals (The Amounts Are Not Binding On The Purchasing Unit). The Procurement Unit Has The Right To Check The Information Provided By The Bidder In Its Bid Documents Before Making A Procurement Decision. If The Requirements Are Not Met Or The Information Provided Is Incorrect, The Offer Will Be Excluded From The Tender. Bid Consolidation The Offer Can Be Submitted As A Bid Consortium. If The Offer Is Made By A Tender Consortium And The Tender Consortium Becomes The Selected Tenderer, An Agreement Is Made With All The Tendering Entities (In Other Words, One Contract Signed By The Procuring Entity And All The Tendering Entities). In This Case, The Bidders Are Jointly Responsible For The Contract And Its Obligations. If The Bid Is Made By A Bidding Consortium, This Must Be Stated In The Bid And The Offer Must Be Accompanied By A Mutual Agreement Between The Bidding Entities Regarding The Bidding Consortium. In The Mutual Agreement, The Bidder Organizations State Their Exact Information (E.G. Y-Codes) And Agree On E.G. About Their Mutual Responsibilities And Obligations, Such As How The Bidding Entities Pay Any Contractual Penalty Or Damages. The Actors Mutually Agree On A Possible Tender Combination. However, Cooperation Between Operators Must Not Lead To An Illegal Restriction Of Competition. A Tender Consortium May Have A Maximum Of Two Animal Care Facilities Located At Different Addresses. The General Criteria Of The Request For Tenders Apply To All Tenderer Organizations Participating In The Tender Consortium.
