Refuse Collection Services – Delegation By Concession Of Serv. Of Sanitation Consisting Of Separate Collection And Transp. Separate Household Waste And Similar Waste; Operation Of Cavs; Transfer Municipal Waste And The Operation Of Transfer Stations, The Sorting Of Paper, Cardboard, Metal, Plastic And Glass Waste In Sorting Stations In Brezoi, Râureni, Roești And The Treatment Of Biowaste In The Râureni Facility. The Concession Is Carried Out In The Context Of The Implementation Of The Project Phase Of The Integrated Management System Of Solid Waste In Vâlcea County, Phase Ii. The Project Is The Subject Of Financing Contract No. 147/21.11.2017 Concluded By The Vâlcea County Council With The Ministry Of Regional Development, Public Administration And European Funds Within Priority Axis 3 Of Poim. The Realization Of The Concession In This Context Determines A Series Of Technical Conditions Regarding In Particular The Extent Of The Object Of The Contract (Estimated Quantities Of Waste) And Waste Flows And Financial Constraints (Establishment Of Usage Rates By Referring To The Tariff Plan). Against These Considerations, For The Substantiation Study And The Descriptive Document, Both The Provisions Of The Approved Funding Request Regarding The Implementation Of The Smid Project And The Need To Implement The New Legislative Changes In The Field Of Waste Management, Which Appeared From The Date Of Approval Of The Funding Request Until Now, Were Taken Into Account (In This Case Geo No. 74/2018 Approved By Law No. 31/2019 Followed By The Entry Into Force Of Geo 92/2021 Approved By Law No. 17/2023), Legislative Changes That Imply The Need To Expand The Separate Waste Collection System. The Concession Contributes To The Achievement Of Sustainable And Balanced Regional Development Objectives And To The Achievement Of The Environmental Targets Assumed By Romania.
