Portable Computers - Buying And Renting Laptops And Tablets With A Framework Agreement (Mini Tenders). The National Center For Information And Communication Technology (Rit) Procures Laptops And Tablets Centrally Based On Order No. 119 Of The Government Of The Republic Dated 14.04.2022. The Framework Agreement Concluded As A Result Of The Public Procurement Extends To All State Institutions Named In The Relevant Order, In Addition To Legal Entities That Have Authorized Rit To Organize The Public Procurement (Joint Procurers, Which Are Listed In The List Of Joint Procurers). On The Basis Of The Framework Agreement, Procurement Contracts Are Concluded Both For The Purchase Of Things (With The Right To Acquire The Thing) And For Renting (Without The Right To Acquire The Thing). The Subject Of Procurement Contracts Are Laptops And/Or Tablets With Accessories And Components And Software Licenses. The Expected Cost Is Determined With A Certain Amount Of Margin, So That Possible Needs Arising In The Future Can Fit Within The Expected Cost Of The Framework Contract. Based On The Practice Of The European Court Of Justice, The Framework Agreement Must Be Considered Terminated When The Upper Limit Of The Estimated Cost Has Been Met.
