Electricity – Supply Of Electricity. The Subject Of Procurement Of This Procurement Procedure Is The Supply Of Electricity For A Period Of 12 Months, Based On The Expressed Needs Of The Client, In Accordance With The Technical Characteristics And Other Required Conditions Specified In The Procurement Documentation. The Delivered Electricity Must Contain A Minimum Of 50% Of Electricity From Renewable Sources. In Order To Stimulate The Production Of Energy From Renewable Sources So That It Becomes More Competitive With Energy Obtained From Conventional Sources And To Encourage The Construction Of New Sources Of Renewable Energy And Achieve Sustainable Development, The Client Has Determined That The Electricity Must Contain The Above-Mentioned Minimum Percentage Of Electricity From Renewable Sources. Namely, Based On The National Action Plan For Green Public Procurement For The Period 2015-2017. With A View To 2020, Which Was Adopted At The Session Of The Government Of The Republic Of Croatia On August 26, 2015, As The Basic Criterion Of Green Public Procurement For Electricity, The Procurement Of At Least 50% Of Electricity From Renewable Sources And/Or The Procurement Of Electricity From High-Efficiency Cogeneration (Provided That The Bidder Should Specify The Share Of Electricity From Renewable Sources That He Intends To Supply The Client). Renewable Energy Sources Are Renewable Non-Fossil Energy Sources, I.E. Wind Energy, Solar Energy, Aerothermal, Geothermal And Hydrothermal Energy, Sea Energy, Water Flow Energy, Energy From Biomass, Gas From Waste Landfills, Gas From Wastewater Treatment Plants And Biogas. (Article 3 Of The Electricity Market Act, Official Gazette, No. 111/21, 83/23). With The Offer, The Offeror Shall Attach A Statement (Annex Offered Share Of Electricity From Renewable Sources, Which Is An Integral Part Of The Procurement Documentation) That In The Event That His Offer Is Selected After The Execution Of The Contract, He Will Deliver To The Ordering Party A Certificate From The Register Of Guarantees Of Origin Of Electricity Of The Croatian Domain (Which Is Maintained At To The Croatian Energy Market Operator D.O.O.- Hrote), From Which It Is Clear That The Electricity Delivered To The City Of Novska Has A Share Of Energy Obtained From Renewable Sources In The Amount (Share) Specified In The Offer. The Chosen Bidder (Supplier) Is Obliged To Submit The Certificate In Question To The Client In Accordance With The Methodology For Determining The Origin Of Electricity. In Case Of Non-Delivery Of The Required Certificate, I.E. In The Case That The Selected Tenderer (Supplier) Does Not Prove With The Submitted Certificate That The Percentage Share, Specified In The Selected Tenderers Offer, Of The Delivered Electricity Is Produced From Renewable Energy Sources, The Said Action Will Be Considered A Breach Of Contractual Obligations, Based On Which The Client Reserves The Right To Activate The Guarantee For The Orderly Fulfillment Of The Contract.
