Architectural And Related Services – Vision For The Territory Plan Of The City Of Nitra. The Subject Of The Idea Competition Is The Proposal Of A Development Concept And Vision For The City Of Nitra, Which Will Become The Main Starting Point For The Development Of A New Spatial Plan. - The Solution Should Offer An Opinion On The Future Character Of The City Of Nitra, Take Into Account Its Importance As A Territorial Administrative And Cultural Center Of The Region, The Presence Of Universities And Use The Related Potential. - The Idea Proposal Should Outline The Idea Of ​​How The City Should Develop Further, What Type Of Development Should Dominate It, What Character The Residential, Production And Cultural Zones Should Have. - Outline The Way In Which The City Should Deal With The Issue Of Upcoming Climate Changes In The Newly Proposed Zones And The Improvement Of The Microclimate Of The Existing Urban Structures. - The Conceptual Competition Proposal Will Be Processed As A Whole, Which Will Include The Entire Nr Cadastre And Its Ties To Other Neighboring Cities And Towns And Will Deal With The Factor Of The Presence Of The Center Of Gravity Supporting Infrastructure Of The Highway And Railway. In Addition To This Competitive Dialogue, A Public Tender Will Also Be Announced For The Developer Of The Spatial Plan. The Successful Applicant Of The Competitive Dialogue Will Ensure The Supervision Of The Incorporation Of The Winning Proposal (Idea) Into The Spatial Plan. The Competition Is Designed As A Competitive Dialogue. In Addition To The Professional And Independent Jury Made Up Of Architects And Urban Planners, Experts From The Department Of The Citys Chief Architect And Representatives Of The City Council Are Also Invited To This Process. Also Experts From The Field Of Sociology, Transport, Environmental Studies. In View Of The Above Facts, The Conditions For The Use Of Competitive Dialogue In Reference To § 70 Of The Act On Public Procurement Are Fulfilled. The Subject Of The Contract Is, Compared To Other Assignments Focused On The Design Of Public Spaces, Exceptionally Complex In The Requirement For An Urban-Architectural Solution With An Emphasis On Urban Detail. The Use Of Competitive Dialogue Is Expected To Result In A Design/Solution That Takes These Factors Into Account And Addresses Them To The Maximum Extent And With Greater Certainty Than Could Be Expected From Submission Of Proposals Through A Standard Anonymous Design Competition Where No Proposal Is Possible /Solution To Negotiate During Its Processing. The Method Of Awarding A Contract Through A Competitive Dialogue Enables The Efficient And Necessary Linking Of Several Stages Of Preparation For The Procured Subject Of The Contract Into One Process. Out Of The Individual Public Procurement Procedures According To The Public Procurement Act, Only The Competitive Dialogue Procedure Allows For The Ongoing Formulation Of The Award Of The Contract Based On The Proposals Of The Bidders Of The Competitive Dialogue And The Negotiation Of The Proposed Solutions In All Their Aspects. The Purpose Of This Process Is To Find A Solution And A Solver For This Rather Complex Task. The Range Of Services Depends On The Specific Design Of The Solution And The Authors Approach, Therefore A More Detailed Range Of Services Can Be Appropriately Adjusted During The Competitive Dialogue. The Competitive Dialogue "Vision For The Territory Plan Of The City Of Nitra" Was Discussed And Approved And Verified By The Slovak Chamber Of Architects On January 29, 2024 Under The Number Ka-1076/2024.
