The Republic Of Côte Divoire Has Requested A Loan From The Islamic Development Bank (Idb) To Finance The Mountain District Integration Road Construction Project: Man Kouibly (46 Km) And Guiglo Taï (86 Km) And Intends To Use Part Of This Funding To Make Payments For The Acquisition Of Goods, Works And Related Services And Consultancy Services Required For This Project. This Project Is Jointly Financed By The Ivorian State For An Amount Of 16.5 Million Euros And The Islamic Development Bank For An Amount Of 176.58 Million Euros, Which Brings The Total Cost Of The Project To 193.08 Million Euros. The General Objective Of The Project Is To Strengthen The National Road Network In Order To Facilitate Economic Trade Flows In The Country. This Project Will Boost Local Economic Potential, Facilitate Access To Health Services And Strengthen The Social Cohesion Of Populations. It Is Therefore Part Of The Governments Policy Relating To The Fight Against Poverty. Specifically, The Project Aims To Achieve The Following Objectives: Ensure Proper Structuring Of The National Road Network In Order To Fully Support The Countrys Economic Growth; Maintain The Network In Good Condition In Order To Reduce Vehicle Operating Costs, Increase User Safety And Facilitate The Movement Of People And Goods; Open Up Regions That Have Significant Potential In Terms Of Agro-Pastoral Production, Tourism Or Mining Wealth And Thus Contribute To The Fight Against Poverty. Project Description The Project Has The Following Six (6) Components: Component 1 (Civil Engineering Works) : Development And Asphalting Of Roads With A Total Length Of 132 Km Following Ecowas Standards: Man Kouibly Guiglo Zagne Zagne Tai Component 2 (Related Activities): The Implementation Of Related Activities Will Have A Multiplier Effect On The Impact Of The Project. Their Identification Is Based On The One Hand On The Environmental Studies Of The Project And On The Other Hand On The Grievances And Expectations Of The Populations. These Activities Include, Among Others: Related Works: Lot 1: Buildings Construction/Rehabilitation Of Classrooms, Health Centers, Staff Housing, Fences, Canteens, Latrines, Markets, Multifunctional Centers. Related Works: Lot 2: Roads And Platforms Development / Rehabilitation Of Roads, Bus Station, Parking Areas Including Weighing Station Related Works _ Lot 3: Drilling Acquisition Of Ambulances Supply Of Biomedical Equipment Supply Of Mobile Weighing Equipment Supply Of Equipment For The Emergency Response Unit To Ensure The Sustainability Of The Roads In The Mountains District Component 3 (Works Control And Supervision): Works Control And Supervision Services Will Include: (I) Technical, Administrative And Financial Monitoring Of The Execution Of The Works; (Ii) Verification Of Detailed Calculation Notes And Validation Of Files Execution Of The Work; (Iii) Control Of The Quality Of The Works And The Quantities Implemented; (Iv) Control And Monitoring Of The Implementation Of Environmental Measures And Social Aspects Of The Project. Component 4 (Road Feasibility Studies): This Component Will Finance Feasibility Studies For The Next Generation Of Transportation Infrastructure Projects To Be Included In The Pipeline. The Following Three Projects Were Proposed: Kouibly Vavoua Road (136 Km); Talwegs In Abobo And Yopougon; Bingerville Bypass Highway (35 Km). Component 5 (Institutional Support And Project Management Unit (Pmu): This Component Includes: Remuneration Of Pmu Staff; The Acquisition Of Office Equipment And Furniture; The Acquisition Of Project Management Software; The Acquisition Of Vehicles; Capacity Building Activities; The Operating Costs Of The Pmu; Monitoring The Implementation Of The Environmental And Social Management Plan (Esmp) Through An Agreement With The Competent Structure Of The Ministry In Charge Of The Environment . Component 6 (Audit): This Component Includes The Financial, Accounting And Project Procedures. 5. Project Procurement Method Procurement Of All Components Financed By The Idb Will Be Carried Out Strictly In Accordance With Idb Procurement Procedures Set Out In Respective Idb Guidelines. The Government Of Côte Divoire Will Use The Idbs Standard Documents And Will Seek The Prior Approval Of The Bank At Each Stage Of The Procurement Procedure. The Borrower Has Requested And Obtained From The Bank To Proceed With An Aaa (Advance Action For Acquisition) In Order To Carry Out The Following Activities: Civil Engineering Work ; Control And Monitoring; Financial And Accounting Audit And Procedures. The Tender Documents For These Three (03) Components Will Be Available In April 2023 And The Other Components From June 2023. More Specifically The Following Procedures Will Be Used: Civil Engineering Work Will Be Acquired By International Call For Tenders (Icb) After Prequalification Reserved For Companies From Member Countries, The Works: Lot 1: Man Kouibly Road; Lot 2: Guiglo Zagné Road; Lot 3: Zagné Taï Road.
