The City Of Helsinkis Urban Environment Department (Later The Client) Will Establish A Dynamic Procurement System (Dps), Within Which The Client Will Tender For Geographic Information Expert Services For The Kymp & Urban Model Project. In The Kymp & Urban Model Project, Several Poc Projects Aimed At Utilizing The Helsinki Urban Data Model Will Be Carried Out. Urban Environment Services Participate In Poc Projects With Their Own Topics. The Operating Model Of The Dynamic Procurement System Is Two-Phase. In The First Step, The Dynamic Procurement System Is Established In Compliance With The Regulations Of The Limited Procedure. In The Second Stage, The Customer Conducts Internal Tenders Of The Dynamic Procurement System Among The Bidders Who Have Joined It. The Dynamic Procurement System Is Valid For 24 Months, Unless The Customer Shortens Or Extends The Duration Of The Dynamic Procurement System Or Suspends The Procurement System During Its Validity. The Customer Has The Right To Suspend The Dynamic Procurement System During Its Validity. The Subscriber Can Temporarily Close The Dynamic Procurement System At Any Time During The Duration Of The Dynamic Procurement System. When The Dynamic Purchasing System Is Closed, Individual Purchases Cannot Be Made Within The System. Participation Applications Can Be Submitted To The Dynamic Procurement System Throughout Its Duration. Helsinkis Urban Environment Department Accepts All Candidates Who Have Submitted A Participation Application And Meet The Suitability Requirements Set For The Candidate Into The Dynamic Procurement System.
