Acan - Purchase Of One (1) Only Plow-Salt Truck - Nb . Construction, Mining, Excavating And Highway Maintenance Equipment Road Clearing And Cleaning Equipment Trucks, Snow Removal, Equipment Truck And Tractor Attachments Snowplows, Rotary Snowplows, Moldboard Advance Contract Award Notice (Acan): An Acan Is A Public Notice Indicating To The Supplier Community That The City Of Moncton Intends To Award A Contract For Goods, Services Or Construction To A Pre-Identified Supplier. However, Before Awarding A Contract, The City Wishes To Provide Other Suppliers With The Opportunity To Demonstrate That They Are Capable Of Satisfying The Requirements Set Out In This Notice, By Submitting A Statement Of Capabilities During A Fifteen (15) Calendar Day Posting Period. All Qualified Acan Suppliers Will Be Provided With Detailed Technical Specifications By The City Of Moncton In Order To Prepare Their Bid Response. The Contract Shall Be Awarded To The Lowest-Cost Bidder Having Met Or Exceeded All Technical Specifications And Requirements. If No Other Supplier Submits A Statement Of Capabilities Meeting The Requirements Set Out In The Acan On Or Before The Closing Date, A Contract Will Be Awarded To The Pre-Selected Supplier. Overview Of Intended Purchase / Requirements: The City Of Monctons Public Works Division, In Collaboration With The Fleet Division, Is Seeking To Purchase One (1) Only New Plow And Salt Truck That Must Be Fully Assembled And Delivered By The Successful Supplier On Or Before November 15, 2023. The Plow-Salt Truck To Be Delivered Will Be Comprised Of A Freighliner Conventional Cab, Allison Rds-4500 Transmission, 13 Ft. Larochelle All-Season Dump Body, Tenco 12 Front Plow, Side Wing, Hitch, And Male Coupler, As Well As A Dickey-John Sand / Salt / Pre-Wet Spreader System. Over The Past Several Weeks, The City Of Monctons Fleet Division Has Reached Out To A Number Of Industrial Heavy Equipment Suppliers And Specialty Equipment Suppliers In The Atlantic Region In An Effort To Determine If A New Plow Unit Could Be Secured Within The Marketplace As An Off-The-Lot Unit Or A Unit Currently In Production, And Determine What Timeline Could Be Expected If A Unit Had To Be Manufactured In Time For The 2023 / 2024 Winter Season. One (1) Supplier In The Atlantic Region (Applied Pressure Inc.) Has Advised That They Are Able To Assemble And Deliver The Plow-Salt Truck Required By The City On Or Before November 15, 2023 Which Meets The Citys Operational, Functional, And Technical Requirements. The City Intends To Proceed With The Purchase Of The Fully Assembled Plow-Salt Truck Which Can Be Delivered On Or Before November 15, 2023 From Applied Pressure Inc., Unless Other Suppliers Can Demonstrate Their Ability To Supply And Deliver A Plow-Salt Truck Which Meets Or Exceeds The City Of Monctons Required Delivery Date, As Well As All Operational, Functional, And Technical Requirements, And Is Within The Budget Range Specified Below. The Budgetary Allocation For This Purchase Is Within The Range Of $425,000 To $500,000, Including All Taxes, Freight Charges, Delivery Charges, Licensing Fees, Tire Levies, Etc. Therefore, Suppliers Shall Identify / Confirm Their List Of Authorized Distributors / Suppliers For Each Manufacturer Specified Herein. - The Supplier Must Have Highly-Experienced And Qualified Technicians On Staff With Extensive Demonstrable Experience In Completing The Assembly, Testing, And Commissioning Of Commercial-Grade Plow-Salt Trucks, And Technical Certifications From One (1) Or More Of The Manufacturers Specified Herein (Freightliner, Allison, Tenco, Dickey-John, Larochelle). A Statement Of Qualifications Regarding The Suppliers In-House Staff, And 3Rd Party Component Suppliers / Manufacturers / Distributors Shall Be Included As Part Of Their Statement Of Capabilities - Suppliers Shall Also Submit A Minimum Of Two (2) References For Commercial-Grade Plow-Salt Trucks Assembled And Sold Within The Last Five (5) Year Period For Commercial / Institutional Clients Which Have Identical Or Similar Components To The Plow-Salt Truck Configuration Specified Herein.
