Consulting Services Regarding The Development Of Studies/Analyses And Draft Normative Acts And Providing Support Regarding The Implementation Of Milestone 418 And Milestone 419 Of The Pnrr. Elaboration Of Studies/Analyses, Guides, Tutorials, Public Policy Documents, Proposals Regarding The Skills Necessary To Carry Out Operational Human Resources Activities And Identifying Appropriate Methods Of Applied Training For The Staff Of Human Resources Departments To Achieve: A) Milestone 418, Respectively:  Strengthening The Competences To Carry Out The Operational Activities Of Human Resources Management, Regarding The Necessary Competences To Carry Out The Managerial Activities And The Identification Of The Appropriate Methods Of Applied Training For Leading Civil Servants And Senior Civil Servants;  Strengthening Performance Management Skills, Proposal Regarding The Standard Of Professional Training Of Ethics Advisors And The Necessary Skills To Carry Out This Activity;  Relationship Guide Within Public Relations Activities And Helpdesk Departments With The Beneficiaries Of The Activity Carried Out By Public Authorities And Institutions;  Organizational Diagnosis For The Purpose Of Organizational Development Of Anfp And Good Change Management, In The Context Of The Expansion Of Competences And Responsibilities;  The Elaboration Of Two Public Policy Proposals And Two Legislative Proposals In Order To Promote The Career Of Civil Servants Based On Meritocracy And Ensure A Unitary Management Of Human Resources Involved In The Provision Of Public Services;  Results Dissemination Events, Which Involve The Prestige Of The Public Office And The Dissemination Of The Methods/Actions Identified To Strengthen The Skills Developed. B) Milestone 419, Respectively:  The Introduction Of A Skills Framework, Which Specifies The Skills That Staff Need To Perform, Supports The Harmonized Integration Of Human Resources Functions, From The Identification Of Staff Needs, To Recruitment And Career Development (Performance Evaluation, Training Continuous, Promotion, Talent Management Talent Management, Motivation And Retention) Leading To The Vertical Integration Of Personnel In The Institution And The Horizontal Integration Of Human Resources Processes In The Institution;  Developing/Updating Methodologies/Analyses/Guidelines/Studies, As Well As Conducting Training To Facilitate The Use Of Competence Frameworks;  Developing A Study On The Legal And Institutional Framework That Regulates The General And Specific Competence Frameworks;  Drafting A Document With Public Policy Options, Clarifying The Specific Roles Of Positions And Simplifying The Classification Of Positions, Expanding The Use Of Competency Frameworks For All Hrm Processes For All Public Functions, From The Central, Territorial And Local Levels, And Later Also For Contractual Staff;  Carrying Out An Analysis That Includes Regulatory Proposals And Related Substantiation And Motivation Tools. According To The Provisions Of Art. 160, Respectively Art. 161 Of Lg. 98/2016, Requests For Clarifications Regarding D.A. Will Be Sent No Later Than 20 Days Before The Deadline For Submission Of Offers, In The Notice Of Participation Related To The Procedure, Section Requests For Clarification/Questions. To The Extent That The Requests For Clarifications Or Additional Information Were Addressed Within The Term Provided For In The Notice Of Participation, The Ca Will Respond To All Requests For Clarification 11 Days Before The Deadline For Submission Of Offers, Within The Notice Of Participation Related To The Procedure Section Requests For Clarification/Questions. Ac Will Not Respond To Requests For Clarifications Made After The Deadline Established Above, Nor To Requests For Clarifications/Notifications That Are Not Sent Via Sicap.
